Kane County American Rescue Plan Committee met March 29.

Here are the minutes provided by the committee:

1. Call To Order

4. Discussion Items:

A. Program Manager Update (P. Phillips)

Peter Phillips, Program Manager, presented a PowerPoint presentation titled

"American Rescue Plan Act (ARPA) Program Manager Update" that contained the following information: Community Support Grants (Tranche II) numbers, resolutions in progress, planning for April, going forward, preparing for the Q1 U.S. Treasury Reporting, and FEMA.

Tepe asked about the Community Support Grant awardees who have not submitted for funding and if the County should reallocate those funds. Vince Coyle, State's Attorney's Office, responded that the agreement that was signed by the County and the organizations goes until March 31, 2024. The organizations have up until that date to complete their expenses and get funded. If they have not done anything by that date, the money would be returned to the County to be used for other APRA fashions.

B. Unallocated Funds - Next Steps

Chair Sanchez reported that there are funds to figure out what to do with. We can start analyzing requests and reviewing them. There is a request from Northern Illinois Food Bank and the need is great and the interest is high. We should have a resolution at the next Committee meeting.

Chair Sanchez noted that we have a small staff for this program. He stated that FEMA has grants available that could reduce the amount used from the ARPA funding. The Program Manager and consulting firm has worked on this process. Chair Sanchez stated that we will be receiving funding from FEMA that does not have to go out of the APRA funds.

Chair Sanchez reported on the meeting held last week with DuPage County. It was a meeting to learn how they are using their ARPA funds, particularly with capital. Chair Sanchez stated that what he learned is that we are doing a lot with our staff but there is the potential to do more. Internal conversations will be held regarding adding to the ARPA staff. Another big takeaway from the meeting was utilizing the investments on the ARPA money. We will be working on developing an expenditure schedule and maximize our returns and use that money for items that the Board needs to do. Madam Chair stated that she would like monthly financial investment reports. It is important to know where that money is being allocated. Lenert stated that we have to meet with the Treasurer immediately and get money reallocated so we have exact time frames on the money we are holding. Madam Chair added that a big takeaway from the meeting was they designated when the money will be released and had it all planned on a calendar. That type of timeline is critically important so that everyone can plan. Lenert commented that interest rates are high now and we need to get a sense of urgency on this and find what we can get a better return on. If we have unallocated money that is not going to be used for a year we could invest it.

Jennifer Becker, KDOT, reported that one part of the request is to fund the cash fare for job access. The part with the Veterans Assistance Commission is a pilot program. We anticipate the Veterans will use the service for medical trips. This is will be absorbed in the ongoing operations of the Ride in Kane program. The cash fare assistance may go away in the future.
