City of St. Charles outlines key rules for solar power installations

Interest in solar power is on the rise, prompting inquiries from residents and solar providers about installation procedures. The City of St. Charles has provided guidelines to ensure compliance with local regulations.

The city operates its own electric utility through the Public Works Electric Services Division. All solar installations within city limits require permits from the City’s Building and Code Enforcement Division to maintain system integrity and safety.

Key requirements include submitting a permit application with a detailed installation plan, encompassing drawings, equipment, and electrical details. Both the building's electric service and the solar setup must adhere to current codes under Title 15.04 and Title 13.08. Additionally, there may be a need for code upgrades to the electric service.

Solar systems connected to a building's electric framework are classified as interconnections and must comply with standards set by the National Electrical Code (NEC), particularly Article 690 for solar systems and Article 705 for interconnections. The Building Department and Electric Utility Division review Article 690, while only the Electric Utility Division examines Article 705.

Excess solar energy not immediately used by customers that is fed back into the Electric Utility Distribution system will earn credits for homeowners in line with Illinois' CEJA law if properly interconnected and metered.

Basic requirements for customer self-generation interconnection and Fair Solar Credits are detailed in sections 13.08.315 and 13.08.320 of the City of St. Charles Municipal Code.
