8. OATH OF OFFICE: River – Batavia Police Department Comfort Dog
Chief Blowers introduced River and her K9 officer handler to be sworn in as police department comfort dog.
Mayor Schielke administered the Oath of Office to River. She raised her paw to accept her new responsibility.
9. PRESENTATION: Update on the Wastewater Treatment Plant Rehabilitation Project – Jerry Ruth, Trotter & Associates
Jerry Ruth delivered his report on the progress of the rehabilitation of the Wastewater Treatment Plant. He shared project photos that included interior images and aerial images of the site. Stairs to the bike path and Flynn Street are complete, though not accessible to the public yet. The contractor is making progress on the HVAC and sprinkler systems. Interior stairs have been constructed. Retaining walls are complete for clarifier 401.
The project schedule is 58% complete, and project costs are 85% complete. Ruth gave an overview of change orders. Ruth reports that the project is going smoothly overall, and is on or ahead of schedule for completion in April 2026.
Mayor Schielke offered his compliments to Ruth and Trotter & Associates for their good work and the city staff who are providing support for the project while maintaining city services as expected.
Ald. Uher asked why clarifier buildings are numbered. Ruth responded that every building on the site is numbered to keep track of them during communications.
10. PROCLAMATION: Arbor Day April 25, 2025
Ald. Beck read aloud the proclamation.
Motion by Ald. Beck, seconded by Ald. Leman, to approve the consent proclamation.
Motion carried 13 yea/ 0 nay/ 1 absent.
Mayor Schielke presented a copy of the proclamation to Jeremy Barkei who accepted the proclamation on behalf of Public Works.
11. PROCLAMATION: Administrative Professionals Day April 23, 2025
Ald. Beck read aloud the proclamation.
Motion by Ald. Beck, seconded by Ald. Leman, to approve the proclamation. Motion carried 13 yea/ 0 nay/ 1 absent.
Mayor Schielke presented a copy of the proclamation to Administrator Newman, who accepted the proclamation on behalf of the City Staff.
12. MAINSTREET MINUTE
Suzy Ray, Community Promotions Coordinator, delivered a report on the recent and upcoming activities of Batavia MainStreet.
Outdoor Market Season, including Saturday morning and Wednesday evening Farmers
Markets and the monthly Artisan Collective will run May 17 through October 18, 2025. A ribbon cutting event for the 2025 season of the Boardwalk Shops will take place on May 9th at 10:30 am. Volunteers are encouraged to contact the organization to learn more about how to get involved.

17. RESOLUTION 2025-055-R: Approving a Temporary Construction Easement Agreement with the Batavia Park District for the Peace Bridge Bike Ramp area adjacent to the Peace Bridge. (CB 4/11/25 COW 4/15/25 13/0) CS
Ald. Wolff introduced the resolution. Ald. Leman asked if the bridge would remain open during the project, since a detour route is indicated on the drawings. Administrator Newman clarified that the bridge would be open and construction would not take place on Saturdays.

19. RESOLUTION 2025-061-R: Authorizing Contract Execution of Emergency
Arterial Water Valve Installation at the West Elevated Water Storage Tank to Airy’s Inc. for an Amount Not to Exceed $53,653.00 (JB 4/16/25))
Ald. Wolff introduced the resolution. Wolff invited Jeremy Barkei to address the Council and asked if this was an upgrade or a needed repair. Barkei responded that there is a break in a water main that requires this specialized solution to prevent a disruption in service.
Ald. Pieper asked if a second part of this project will involve making the larger repair.
Barkei replied that larger repair work will take place over the summer academic break.

20. RESOLUTION 2025-051-R: Renewing Fermi Fiber Lease Agreement for SOW#5 (SKA 4/04/25 COW 4/15/25 12/1/1) PU

21. ADMINISTRATOR'S REPORT
Administrator Newman delivered her report on the recent and upcoming initiatives of the City of Batavia.
On April 23rd at 6:00 p.m. Conservation at Home will offer a presentation at the city on rain barrels and native plants. The City will again offer rain barrels for sale through April 29th. The City has completed over 500 lead service line replacements to date.
Ald. Cerone asked if arrangements could be made if someone preordered a rain barrel and was not able to pick it up on the assigned date. Newman replied that she would look into what could be done.

22. OTHER BUSINESS
Ald. Wolff noted that on June 14th the Flag Day Committee will offer a number of public events and programs.
23. MAYOR’S REPORT
Mayor Schielke delivered her report. He said that at the next City Council meeting new Alderpersons would be sworn in by the Kane County State’s Attorney. Departing Alderpersons will be recognized with a plaque including many of the events that occurred during their years of service.
One notable event in particular was the opening and operation of the Kane County COVID-19 Vaccination Clinic on Randall Road. He said that thanks to the successful operation of this clinic, Kane County distributed more vaccines than any other county in Illinois, with the exception of Cook County.
