City of Aurora City Council met Dec. 3

Here are the minutes provided by the council:

Members of the public wishing to provide public comment for this meeting must be physically present at the meeting and registered to speak prior to the meeting being called to order. Call the City Clerk's Office at (630) 256-3070 with questions. Please refer to the last page of this agenda for information regarding translation & reasonable accommodation requests.

ROLL CALL

Mayor Irvin called the meeting to order at 6:35 p.m. and the roll was called.

Present: 13 - Alderman Daniel Barreiro, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Brandon Tolliver, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman John Laesch, Alderman Ron Woerman and Mayor Richard Irvin

APPOINTMENT OF SERGEANT-AT-ARMS

A motion was made by Alderwoman Smith and seconded by Alderwoman Garza to appoint a Sergeant-at-Arms for this meeting. The motion carried by voice vote and Officer Dispensa served as Sergeant-at-Arms for this meeting.

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Mayor Irvin.

INVOCATION

The Invocation was presented by Alderman Bugg.

MAYOR'S OFFICE OF COMMUNITY AFFAIRS PRESENTATIONS

There was no MOCA presentation at this meeting.

PUBLIC COMMENT

There were no members of the public present and wishing to present comments to the City Council.

PUBLIC HEARING

24-0933 A Public Hearing Pursuant to 65ILCS 5/8-2-9.1 through 9.10 for the adoption of the City of Aurora 2025 Budget. (Public Hearing for Legistar File 24-0886)

Chris Minick, Chief Financial Officer - City of Aurora, responded to questions.

The Public Hearing item was read by the City Clerk. There were no members of the public present and wishing to be heard for public comment. Staff responded to questions from the City Council. A motion was made by Alderwoman Smith and seconded by Alderman Tolliver to close the Public Hearing. The motion carried by the following vote:

Aye: 12 - Alderman Barreiro, Alderwoman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Tolliver, Alderwoman Smith, Alderman Bugg, Alderwoman Baid, Alderman Laesch and Alderman Woerman

CONSENT AGENDA

There were no items on the Consent Agenda.

UNFINISHED BUSINESS

24-0886 An Ordinance Adopting An Annual Budget For the Fiscal Year Beginning January 1, 2025 And Ending December 31, 2025 In Lieu Of Passage Of An Appropriation Ordinance.

Chris Minick, Chief Financial Officer - City of Aurora, presented and responded to questions.

Alex Alexandrou, Chief Management Officer - City of Aurora, was present for this item.

Mayor Irvin thanked Mr. Minick and Mr. Alexandrou as well as the Finance Committee for their hard work on the 2025 Budget.

A motion was made by Alderwoman Smith and seconded by Alderman Franco to approve this item. The motion carried by the following vote:

Aye: 10 - Alderman Barreiro, Alderwoman Garza, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Tolliver, Alderwoman Smith, Alderman Bugg, Alderwoman Baid and Alderman Woerman

Nay: 2 - Alderman Mesiacos and Alderman Laesch

Enactment No: O24-079

NEW BUSINESS

There were no items of New Business.

CLOSED SESSION

There was no need for a Closed Session.

ADJOURN

A motion was made by Alderwoman Smith and seconded by Alderman Tolliver to adjourn this meeting. The motion carried by voice vote and the meeting adjourned at 6:53 p.m.
