The City of Aurora and the Aurora Civic Center Authority (ACCA) have reached an agreement for $2 million in operating support for 2026. This funding will allow ACCA to continue managing its four live performance venues and the Paramount School of the Arts in downtown Aurora.
The agreement was developed through collaboration between the Mayor’s Office and Paramount Theatre leadership. It provides ACCA with a one-time payment intended to help maintain uninterrupted programming, including the Broadway Series, Stolp Island Theatre, RiverEdge Park events, and activities at the Paramount School of the Arts. The funding is expected to support ACCA as it works toward financial stability and a self-sustaining business model.
“This agreement reflects true partnership and collaboration,” said Mayor John Laesch. “The City’s 2026 budget presents significant challenges. I appreciate the efforts of Paramount Theatre leadership as they worked to streamline their budget, just as all City Departments did during our budgeting process. Many difficult decisions were made, and I am proud that we were able to develop a collaborative solution. For many years, the Paramount Theatre has been a cornerstone of pride in Aurora’s downtown, and we want to see it continue to flourish.”

In recent years, ACCA received federal American Rescue Plan Act (ARPA) funds distributed by the city during post-pandemic recovery efforts; these funds are now depleted. Historically, ACCA has also received $435,000 annually from head tax revenue generated by Hollywood Casino visitors—a source that will remain unchanged going forward. Since 2013, ACCA has managed RiverEdge Park for Aurora under an annual management fee arrangement.
According to city information, Aurora is Illinois’ second-largest city with ongoing commercial development across its east and west sides. The city is led by its 60th mayor, John Laesch.
ACCA reported an estimated $54 million economic impact within Aurora in 2024 through its operation of five live performance venues: Paramount Theatre (the main performing arts center), Copley Theatre, Stolp Island Theatre—which recently hosted an immersive production—and RiverEdge Park outdoor concert venue.
