City of Geneva City Council met Feb. 5.

Here are the minutes provided by the council:

CALL TO ORDER

The February 5, 2024 meeting of the Geneva City Council was called to order at 7:01 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns.

Elected Officials present:

Alderpersons: Anaïs Bowring, Mike Bruno, Becky Hruby, Dean Kilburg, Brad Kosirog, Craig Maladra, Richard Marks, Amy Mayer, Martha Paschke, Robert Swanson.

Mayor Kevin Burns, City Clerk Vicki Kellick.

Elected Officials absent: None.

Geneva Library Presentation on “One Book, One Community” Program

GPLD Information and Reader Services Coordinator Lauren Maxwell introduced this year’s One Book, One Community selections. She noted that this is the third annual month-long event series in which both an adult and children’s book are selected. The adult book selection is You Are Here by Karen Lin-Greenberg. Ms. Lin-Greenberg is an author who has written several stories but this is her debut novel. She will be speaking about her book on March 10 at 1:30 pm at the library.

The children’s selection is In the Neighborhood by Rocio Bonilla. There will be an all-ages program for this book at the library on March 9. Ms. Maxwell noted that Geneva City Council Meeting February 5, 2024 nearly 1,000 of the children’s and adult titles will be given away thanks to support from the Friends of the Geneva Public Library and the Geneva Library Foundation.

Public Hearing on the FY 2025 City of Geneva Budget

Moved by Ald. Marks, Seconded by Ald. Bowring to open the public hearing.

MOTION CARRIED by voice vote 10-0.

*Approve Resolution No. 2024-10 Authorizing Execution of a Contract with Fehr Graham in an Amount Not to Exceed $32,000.00 for Kautz Road Lift Station Improvement Design Engineering.

*Approve Resolution No. 2024-11 Awarding Contract to Meade Electric in an Amount Not to Exceed $423,555.00 for Geneva Business Park III General Construction.

*Approve Resolution No. 2024-12 Awarding Contract to L&S Electric Inc. in the Amount of $77,900.00 for Geneva Business Park I and II Substation Maintenance.

*Approve Resolution No. 2024-13 Awarding Contract to Meade Electric in an Amount Not to Exceed $166,545.00 for General Mills 34.5 KV Expansion.

*Approve Ordinance No. 2024-01 - An Ordinance Authorizing and Providing for the Issuance of Not to Exceed $30,000,000 General Obligation Bonds (Alternate Revenue Source) of the City of Geneva, Kane County, Illinois, for the Purpose of Paying the Costs of Improving the Electric System of Said City, Prescribing the Details of Said Bonds and Providing for Collection, Segregation and Application of Electric System Revenues to the Payment of Said Bonds and the Levy of Taxes Sufficient to Pay Said Bonds if Such Revenues are Insufficient for Such Payment and Providing for the Sale of Said Bonds to the Purchaser Thereof.

Admin Dawkins advised the City Council that Resolution No. 2024-16 had an incorrect date in the heading which will be corrected once executed. On a question by Ald. Kosirog, Admin. Dawkins stated that there are no significant changes to

Geneva’s festivals and events at this time.

Consider Resolution No. 2024-23 Authorizing Execution of the Third Amendment to Master Purchase and Sale Agreement Between Union Pacific Railroad Company and the City of Geneva.

Moved by Ald. Bowring, Seconded by Ald. Mayer.

On a question by Ald. Kosirog, Admin. Dawkins stated that if no closing occurs by May 30, she will come back to the City Council to advise them. On a question from Ald. Kilburg, Admin. Dawkins stated that the final footprint has been determined but that the City wants a second survey to ensure that after construction is complete, the area marked on the survey is the area that the City wishes to purchase. On a question from Ald. Mayer, Admin. Dawkins noted that the shelters will not be acquired by the City.

Ald. Kilburg stated that Fox 32 News aired a brief segment earlier in the day promoting the City of Geneva, with comments by resident Mr. Furnish and Mayor Burns.

There being no further business, moved by Ald. Kosirog to adjourn the Geneva City Council meeting.

MOTION CARRIED by unanimous voice vote of those present.

The meeting adjourned at 7:28 PM.
