City of Batavia Board of Fire & Police Commissioners met March 8.

Here are the minutes provided by the board:

This meeting was held remotely via Zoom. The meeting was called to order at 4:03 p.m.

Roll Call

Members Present: Chairman Nancy Vance; Secretary Dennis Anderson,

Members Absent: Commissioner Randy Zies

Others Present: Police Chief Daniel Eul, Fire Department Interim Chief Craig Hanson, Police Deputy Chief Shawn Mazza, Police Deputy Chief Eric Blowers, Detective

Elizabeth Webb, Recording Secretary Joanne Miller and guests: Travis Kurtz and Leah Leman.

PUBLIC COMMENTS

APPROVE PREVIOUS MEETING MINUTES

Motion: To approve the February 15, 2022, Regular Meeting Minutes and Executive Session Minutes as presented.

Maker: Anderson

Second: Vance

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried

NEW BUSINESS

Fire Department

The City of Batavia hired a 3rd party consultant to interview all Fire Department personnel to determine if the City should promote someone from within the department or interview external candidates for the Fire Chief Position. They will finish interviewing all full-time employees this week and will start on part-time employees next week.

The commissioners would like the Fire Department to start providing stats regarding EMS and Fire Calls monthly for calls this year compared to last year. Hanson did not have a breakdown of stats for today’s meeting, but the Fire Department has had a total of 943 call this year which is 10% higher than last year. The commissioners would also like the Fire Department to send them a copy of Commendation letters that are given to the Fire Department Employees.

The Fire Department currently does not have a social worker on staff to attend stressful calls but does refer citizens to the Association for Individual Development (A.I.D.) when they feel that the citizens could benefit from talking to a social worker to deal with a stressful situation. The Police Department also uses A.I.D. to assist citizens with stressful situations. A social worker from A.I.D. currently works from the Police Department one day a week and is available to go on police calls or talk with citizens in the dedicated office in the department. They are also able to contact A.I.D. daily for assistance, if needed.

The State of Illinois is currently working on an 811response model for Police and Fire Departments where the dispatcher would dispatch a social worker for crisis intervention type calls. It may be in place as early as 2023.

Chief Hanson left the meeting at 4:07 p.m.

Police Department

Appointment of One (1) Probationary Police Officer

The Board of Fire and Police Commissioners have been authorization to hire (1) police officer due to the Retirement of Officer Richard Brouillette on February 1, 2022. Travis Kurtz was given a conditional offer and has successfully completed the requirements within the offer.

Motion: To appoint Travis Kurtz to the position of Probationary Police Officer with the Batavia Police Department. Kurtz’s start date will be determined by the Batavia Police Department Administration.

Executive Session

The Board entered Executive Session at 4:10 p.m.

Motion: To approve going into Executive Session to discuss Personnel Matters at 4:10 p.m. Maker: Anderson

Second: Vance

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried

Motion: To approve leaving Executive Session and returning to Open Session at 4:34 p.m. Maker: Anderson

Second: Vance

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried

Open Session

The Board returned to Open Session at 4:34 p.m.

Motion: To remove police candidates Corey Chereck and Marcus Winston from the October 5, 2021, Secondary Eligibility List, per their request.

Maker: Anderson

Second: Vance

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried

Motion: To determine candidates Dominic Dimaggio, Stuart Schmidt, and Andrew Almaraz ineligible for any further consideration as a police officer with the City of Batavia Police Department. The Board has taken this action after careful consideration of all the facts available to them.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried

Motion: To conduct two separate police officer tests; one for the primary register (non-certified candidates), which will be held in person, and one for the Secondary Register (certified candidates), which will be done remotely through the testing company Stanard and Associates.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried

Motion: To change the next meeting from April 5, 2022, to April 12, 2022, starting at Noon. The reason for this change is to conduct police candidate interviews.

There being no further business to consider, a motion was made by Secretary Anderson to adjourn the meeting at 4:43 p.m. Seconded by Chairman Vance. All in favor. Motion carried.

The meeting was adjourned at 4:43 p.m. The next regular meeting will be Tuesday, April 12, 2022, beginning at noon. This meeting is scheduled to be held in the Batavia Police Department Conference Room.
