City of Batavia Board of Fire & Police Commissioners met Dec. 21.

Here are the minutes provided by the board;

This meeting was held remotely via Zoom. The meeting was called to order at 4:03 p.m.

Roll Call

Members Present: Chairman Nancy Vance; Secretary Dennis Anderson, Commissioner Randy Zies Members Absent:

Others Present: Fire Chief Randy Deicke, Police Chief Daniel Eul, Recording Secretary Joanne Miller

Chief Deicke did not have any Fire Department business to discuss with the Board so Chairman Vance gave him permission to leave the meeting.

PUBLIC COMMENTS

None.

APPROVE PREVIOUS MEETING MINUTES

Motion: To approve the following meeting minutes:

• Regular Meeting Minutes - October 5, 2021

• Emergency Meeting Minutes and Executive Session Minutes - October 13, 2021

• Special Meeting Minutes and Executive Session Minutes -October 21, 2021

• Regular Meeting Minutes and Executive Session Minutes - November 16, 2021

• Special Meeting Minutes - December 10, 2021

INVOICES

Motion: To pay invoice #21-06 to Trotsky Investigative Polygraph, Inc. in the amount of $620 for 4 police officer candidate Polygraphs: Cisneros, Gudella, Skrobot & Hunt.

NEW BUSINESS

Police Officer Secondary Eligibility List

Motion: To grant police candidate Dominic DiMaggio a first pass on the October 5, 2021, Secondary Eligibility List, per his request.

Maker: Anderson

Second: Zies

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried

The Board discussed changing the January meeting from January 4, 2022, to January 11, 2022. The reason for this change is to give police candidate Joseph Gudella enough time to complete his psychological assessment and medical exam, which are required to fulfill his conditional offer of employment and get the results back before the next meeting.

Motion: To change the January 4, 2022, Regular meeting to January 11, 2022. This will be a remote meeting via Zoom and will start at 4:00 p.m.

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried

Mayor Schielke previously gave the Board permission to hire one additional officer. The Board gave the Police Department permission to start background checks on the next 5 or 6 Secondary police candidates in preparation for interviews. Interviews may be conducted at the February Regular Meeting if the backgrounds are complete by then.

Review Executive Session Minutes – According to the Illinois Open Meetings Act, Executive Session Minutes should be reviewed twice a year to determine if they should be released to the public. After a brief discussion, the Board determined that the Executive Session Minutes should remain closed.

Motion: That the Executive Session Minutes of June – December 2021 and all previous Executive Session Minutes shall remain closed and confidential.

OLD BUSINESS

Update on Probationary Police Officer Michael Hockett: Michael Hockett’s first day as a Probationary Police Officer was Monday, December 20, 2021. He was sworn in by the Mayor at the City Council meeting that same evening. Hockett is enrolled in the January 3, 2022, Suburban Law Enforcement Police Academy at the College of DuPage.

Review of Previous Police Candidates Robert Skrobot and Joseph Cisneros

Robert Skrobot and Joseph Cisneros were previously given a conditional offer for employment. Neither candidate completed the requirements to fulfill the conditional offer of employment and both requested to be removed from our Secondary Police Eligibility list because they chose to take a position at different police departments.

ADJOURNMENT

There being no further business to consider, a motion was made by Commissioner Zies to adjourn the meeting at 4:18 p.m. Seconded by Secretary Anderson. All in favor. Motion carried.

The meeting was adjourned at 4:18 p.m. The next regular meeting will be Tuesday, January 11, 2022, beginning at 4:00 p.m. This meeting will be held remotely via Zoom video conferencing.
