1. MEETING CALLED TO ORDER

The Mayor called the meeting to order at 7:31 PM.

2. INVOCATION followed by PLEDGE OF ALLEGIANCE

Scout Troop 103 processed the colors and led the Pledge of Allegiance.

8. PRESENTATION: BATAVIA TOY DRIVE

Roy Bailey presented on the progress of the Batavia Toy Drive. He expressed confidence that the need will be met, as it has been for the previous 73 years, and encouraged the community to continue to support the drive.

9. CHAMBER OF COMMERCE

Margaret Perreault delivered her report on the recent and upcoming activities of the Chamber of Commerce. She introduced her guest speaker, recently named Chair of Batavia United Way.

10. ORDINANCE 21-72: Annexing And Zoning 520, 524, 534, 604, 509, 527, 603 And 605 McKinley Street And 1121, 1132, 1122, 1128 And A Vacant Lot South Of 1114 Morton Street (SCB 11/8/21 COW 11/30/21 14/0) CD

Ald. Wolff expressed his hope that there be revisions to the notification and comment process to better help residents in areas slated to be annexed understand the benefits of annexation.

Ald. Chanzit commended Scott Buening and his staff who work annexation projects.

Motion by Ald. Wolf , seconded by Ald. Miller, to approve the ordinance. Motion carried 14 yea/ 0 nay/0 absent.

11. RESOLUTION 21-107-R: 2022 Annual Budget (PC 11/17/21 COW 11/30/21 14/0) GS

Motion by Ald. Chanzit, seconded by Ald. Wolf , to approve the resolution. Motion carried 14 yea/ 0 nay/0 absent.

12. ORDINANCE 21-68: Tax Levy (PC 11/04/21 COW 11/09/21 12/0) GS

Motion by Ald. Chanzit, seconded by Ald. Wolf , to approve the ordinance. Motion carried 14 yea/ 0 nay/0 absent.

13. ORDINANCE 21-69: Tax Levy SSA #30 (PC 11/04/21 COW 11/09/21 12/0) GS

Motion by Ald. Chanzit, seconded by Ald. Solfa, to approve the ordinance. Motion carried 14 yea/ 0 nay/0 absent.

15. ADMINISTRATOR’S REPORT

City Administrator Laura Newman delivered her report. Review recording for complete report.

Ald. Cerone requested information about the rest of the scheduled December meetings.

Administrator Newman anticipates City Council meetings on December 20th, January 3rd.

17. OTHER BUSINESS

Ald. Leman mentioned that she has received reports of aggressive coyote activities from residents. Ald. Newman reported that Kane County provides animal control services, but does not usually address the kinds of interactions in question. She suggested that Kane County can provide educational resources for residents with concerns about coyote behavior.

18. MAYOR’S REPORT

Mayor Schielke delivered his report. Review recording for comments in full. 19. ADJOURNMENT
