Village of Burlington Village Board Met March 15.

Here is the minutes provided by the board:

Present: Village President Bob Walsh, Village Clerk Katie Adams, Village Engineer John Whitehouse, Village Attorney Peter Wilson, Director of Public Works Mark Wilkison and Matt Krueger.

Open the Meeting: Village President Bob Walsh opened the meeting at 7:00 p.m. and led the Pledge of Allegiance.

Roll Call: Trustees: Jim Daffron, Ernie Jackson, John Totemeier, Mary Kay Wlezen and Amanda Lutz were present.

Absent: Trustee Deb Twenhafel and Treasurer Mitch Dander.

Guests: Sherriff’s Deputy Matt Humm.

Approval of Minutes: Trustee Ernie Jackson made a motion to approve the February 1, 2021 Village Board meeting minutes and Trustee John Totemeier seconded the motion with one correction to the first page. Ayes with correction: Trustees: Jim Daffron, Ernie Jackson, John Totemeier, Mary Kay Wlezen and Amanda Lutz. Five ayes, one absent, motion carried.

Trustee Mary Kay Wlezen made a motion to approve the February 16, 2021 Village Board meeting minutes and Trustee Jim Daffron seconded the motion. Ayes: Trustees: Jim Daffron, Ernie Jackson, John Totemeier, Mary Kay Wlezen and Amanda Lutz. Five ayes, one absent, motion carried.

Trustee Jim Daffron made a motion to approve the December 15, 2020 Personnel and Administration meeting minutes and Village President Bob Walsh seconded the motion. Ayes: Trustee Jim Daffron and Village President Bob Walsh. Two ayes, one absent, motion carried.

Trustee Ernie Jackson made a motion to approve the February 9, 2021 Finance Committee meeting minutes and Jim Daffron seconded the motion. Ayes: Trustees: Ernie Jackson and Jim Daffron. Two ayes, motion carried.

Approval of the bills to be paid: Trustee Mary Kay Wlezen made a motion to approve the bills to be paid as presented on Warrant 22-FY 2021, dated March 15, 2021 for $8,685.16 and Trustee Ernie Jackson seconded the motion. Ayes: Trustees: Jim Daffron, Ernie Jackson, John Totemeier, Mary Kay Wlezen and Amanda Lutz. Five ayes, one absent, motion carried.

Kane County Sheriff’s Report: Sherriff’s Deputy Matt Humm reported calls in Burlington in February were the lowest since February of last year.

Deputy Humm dropped from the conference call at 7:08 p.m.

Chicago Metropolitan Agency for Planning (CMAP) Update on Burlington’s Comprehensive Plan: President Walsh reported the March 3, 2021 Virtual Open House received a good response. Residents are filling out the mailed survey and the postcards are being returned to CMAP. Posterboards with additional information are posted in the Village Hall for residents to view and comment on. The next CMAP meeting is on Wednesday, April 7, 2021 at 5:30 p.m.

Public Works Report: Director of Public Works Mark Wilkison presented his report and review dated March 11, 2021. Director of Public Works Wilkison reported the salt spreader is currently not operational; he did try to salt today. The weather should warm back up and the snow should melt off by tomorrow.

Stark & Sons Trenching, Inc. tested their new street sweepers on Burlington Main Street at no cost to the Village. Thank you to Stark & Sons!

President Walsh noted a new transmission for the red truck will cost approximately $3,500 to $4,500. President Walsh noted the price for a new truck has increased approximately $30,000 since the last time he requested a quote three years ago. He is going to discuss the Village’s needs with other vehicle manufacturers to find out what other options are available.

Water Plant Report: Director of Public Works Mark Wilkison presented his report and review dated March 11, 2021.

Treasurer’s Report: Matt Krueger reviewed the budget and noted Fiscal Year 2021 is very consistent with Fiscal Year 2020.

Village Attorney’s Report: Village Attorney Peter Wilson reported he is working with Village Engineer John Whitehouse and Nexamp, Inc.’s Title Underwriter to give Nexamp easement access off of French Road to the Solar Garden. Attorney Wilson and Engineer Whitehouse have reviewed the documents and returned them to the Underwriter with mark-ups and revisions to the document language. While Nexamp has a license with the Village, the Underwriter requires additional documentation outlining the easement access. This will be an action item on the next Board Agenda.

Village Engineer’s Report:

CMAP Selection for Planning Assistance: Engineer Whitehouse noted the Village recently applied for the 2021 Call for Planning Assistance. The Village’s application was successful and the Village has been selected to participate in “Capital Improvement Programming”. Engineer Whitehouse hopes to have additional information to share in April 2021.

Engineer Whitehouse submitted the Grand Victoria Riverboat Grant application documents to rehabilitate the Storage Blending Tank. Once the Village knows if it is successful in winning this grant, Engineer Whitehouse will prepare the documentation to advertise the Storage Blending Tank Rehabilitation project for bid.

Engineer Whitehouse and President Walsh will attend an upcoming Hampshire Board Meeting to have one more conversation regarding the Unsewered Communities Planning Grant the Village received.

Zoning Enforcement Officer’s (ZEO) Report: ZEO John Whitehouse reported he spoke with Resident Bruce Flescher regarding special use permits and sent the forms to him. Bruce Flescher also requested he be allowed to fill in the ditch along the front of his property. ZEO Whitehouse informed Bruce Flescher the Kane County Department of Transportation (KDOT) will not allow him to fill in the ditch.

ZEO Whitehouse noted signs are not allowed in the public right of ways per ordinance. Signs must be 33 feet from the center of the street. In Burlington Meadows, signs must be 19 feet from the curb. ZEO Whitehouse kindly requested anyone with signs in the Village right of ways move the signs to private property.

Village Clerk’s Report: No report.

Village President’s Report:

425 South Main Street Restaurant: President Walsh reported there is new interest in opening a restaurant at 425 South Main Street. A new owner purchased the property last week. The owner’s intent is to apply for a liquor license. The restaurant would be Mexican cuisine and would be open for lunch and dinner.

Coronavirus Relief Funds (CRF) Reimbursement Update: President Walsh noted he is still pursuing the CRF reimbursement from Kane County for the Village’s new copy machine and new server. Funds should be available on March 22, 2021.

Presentation and Review of Water Billing Memo: February Receipts were $11,451.60 with an additional $150 in security deposits. Aged Receivables due at the end of February were $6,834.79. March Water Billing was $13,863.56.

Trustee Ernie Jackson dropped off the call at 8:31 p.m.

Adjournment: Trustee Amanda Lutz made a motion to adjourn the meeting and Trustee Jim Daffron seconded the motion. Ayes: Trustees: Jim Daffron, John Totemeier, Mary Kay Wlezen and Amanda Lutz. Four ayes, two absent, motion carried. The meeting adjourned at 8:32 p.m.
