Village of East Dundee Board met Feb. 15.

CALL TO ORDER

President Miller calls to order the Village of East Dundee Regular Village Board Meeting at 6:00 p.m.

ROLL CALL:

Trustees Lynam, Selep, Mahony and President Miller. Trustees Wood, Andresen and Kunze were absent.

Also in attendance, Administrator Jennifer Johnsen, Assistant Administrator Brad Mitchell, Village Attorney Greg Smith, Police Chief George Carpenter, Public Works Director Phil Cotter, Building Inspector Chris Ranieri, Engineer Joe Heinz, Management Analyst Amanda Rafter and Clerk Katherine Diehl.

PUBLIC COMMENT (Agenda items only): None

CONSENT AGENDA:

A. Motion to Approve the Regular Village Board Meeting Minutes Dated January 18, 2021

B. Motion to Approve Ordinance Authorizing Abatement of the Tax Levy for General Obligation Bond 2012A, General Obligation Bond 2012B, 2012 TIF Revenue Bonds (Route 25 TIF) and General Obligation 2015 and General Obligation 2016 for the Village of East Dundee, Kane and Cook Counties, Illinois

C. Motion to Approve a Resolution for Construction on State Highways

D. Motion to Approve A Resolution Approving an Intergovernmental Agreement between the State of Illinois, Illinois Department of Transportation and the Village of East Dundee for the Route 72 and Christina Drive EDP Grant

Motion to Approve the Consent Agenda by Mahony/Lynam.

Discussion:

Trustee Lynam stated that due to Trident Defense no longer being included as a sponsor of the grant, the value of the grant has been reduced. He asked if the Village would need to pick up the difference since it is in a revenue sharing arrangement with Speedway. He also asked if the difference could be made up with TIF funds. Administrator Johnsen explained that the Village entered into the agreement with Speedway when there was no secured grant funding. Grant funding has since been secured and Trident Defense was added to the grant. However, Trident Defense ended up not relocating and was removed from the grant. She stated that at one time, there were two sponsors that increased the grant to $2 million. But now there is just the original sponsor, National Tool, with a grant in the original amount of $1 million.

Next, Trustee Lynam asked for clarification on the abatement of the Tax Levy. Administrator Johnsen explained that since these are general obligation bonds, the County would automatically levy these dollar amounts from the residents. The Village has dedicated revenue earmarked to make the debt service payments and does not need additional property taxes to levy. This ordinance tells the County to not levy these on the residents.

Roll: Ayes – 4 – Trustees Lynam, Selep, Mahony and President Miller. Nays – 0. Absent – 3 – Trustees Wood, Andresen and Kunze. Motion carries.

REPORTS: STAFF

Village Administrator: Johnsen reminded that the Budget Workshop is being scheduled for March 15. She also thanked Public Works for their snow removal efforts.

Assistant Village Administrator: None

Village Attorney: None

Village Engineer: None

Police Chief: Carpenter reported that the 2 new police cruisers were received this week. Public Works Director: Cotter advised that there is an adequate salt supply for the next snow event or two. He said more salt is currently on order. The supplier is a little bit on backorder right now with orders from around the region. He stated that the Village has assisted IDOT on a couple occasions with Route 72 snow removal this season and could always give IDOT a call to request salt if need be.

PUBLIC COMMENT (Items not on the Agenda):

Chris Kious - Kane County Board Member District 23 and President of the Forest Preserve District of Kane County

Mr. Kious reported that the Kane County Health Department has received 52,595 doses of the Covid-19 vaccine and have administered 50,612 as of this past Saturday. The County is waiting for additional vaccine supply to arrive. Next, Kious reported that he believes that the Village’s request to have the Kane County Forest Preserve District clear the bike path of snow will move forward. Public Works Director Cotter commented that during his last communication with the District, he was advised that the request will go before their Committee.

Motion to adjourn the Regular Village Board Meeting at 6:27 p.m. by Lynam/Mahony. Roll: Ayes – 4 – Trustees Lynam, Selep, Mahony and President Miller. Nays – 0. Absent – 3 – Trustees Wood, Andresen and Kunze. Motion carries, meeting adjourns.
