Village of Burlington Village Board Met March 1.

Here is the minutes provided by the board:

Present: Village President Bob Walsh, Deputy Clerk Marilyn Diede, Village Engineer John Whitehouse, Village Attorney Peter Wilson, and Matt Krueger.

Open the Meeting: Village President Bob Walsh opened the meeting at 7:00 p.m. and led the Pledge of Allegiance.

Roll Call: Trustees: Jim Daffron, Deb Twenhafel, John Totemeier and Mary Kay Wlezen were present.

Absent: Trustee Ernie Jackson and Village Clerk Katie Adams.

Guests: Amanda Lutz.

Approval of the bills to be paid: Trustee Mary Kay Wlezen made a motion to approve the bills to be paid as presented on Warrant 21-FY 2021, dated March 1, 2021 for $27,496.25 and Trustee Jim Daffron seconded the motion. Ayes: Trustees: Jim Daffron, Deb Twenhafel, John Totemeier and Mary Kay Wlezen. Four ayes, one absent, motion carried.

Kane County Sheriff’s Report: No Report.

Village Board Consent to the Village President’s Appointment of Amanda Lutz as Village Trustee for the Remainder of Former Trustee Jon Millen’s term through April 2023: Village President Bob Walsh with Board consent appointed Amanda Lutz as Village Trustee for the Remainder of Former Trustee Jon Millen’s term through April 2023. Trustee Jim Daffron made a motion to approve the Village President’s appointment of Amanda Lutz as Village Trustee for the Remainder of Former Trustee Jon Millen’s term through April 2023 and Trustee John Totemeier seconded the motion. Ayes: Trustees: Jim Daffron, Deb Twenhafel, John Totemeier and Mary Kay Wlezen. Four ayes, one absent, motion carried.

Oath of Office: Deputy Clerk Marilyn Diede administered the Oath of Office to Amanda Lutz as Village Trustee.

Chicago Metropolitan Agency for Planning (CMAP) Update on Burlington’s Comprehensive Plan: Village President Bob Walsh said there is an upcoming Virtual Open House via Zoom on Wednesday, March 3, 2021 5:30 p.m. to 6:30 p.m. There will also be five poster boards up and standing in the Village Hall which has a lot of information. If residents would like to come in during business hours, they can see what it is all about and also leave comments. President Walsh is hoping the Trustees will attend.

Illinois Environmental Protection Agency (IEPA) Unsewered Communities Planning Grant Award for $17,500 and Authorization to Enter into Grant Agreement:

Village Engineer John Whitehouse reported he heard back from the IEPA and they did award the Village of Burlington $17,500 after they downloaded the document a second time. The Village has replied saying the Village is interested in receiving the Grant so they are drafting the Grant Agreement. Engineer Whitehouse updated all the information on the Grant Accountability and Transparency Act website and returned the documents which was needed by March 5, 2021. Once the Village gets the Agreement the Village will execute it. The grant period is June 15, 2021 through June 15, 2023.

Board Action on Approving CMJ Quote CMJQ3626 dated February 22, 2021 for Technology Security and First Month Payment: President Walsh explained this is $30 a month which totals $360 annually for email security. Trustee Deb Twenhafel made a motion to approve CMJ Quote CMJQ3626 dated February 22, 2021 for Technology Security and first month payment. Trustee Mary Kay Wlezen seconded the motion. Ayes: Trustees: Jim Daffron, Deb Twenhafel, Amanda Lutz, John Totemeier and Mary Kay Wlezen. Five ayes, one absent, motion carried.

Village President’s Report: President Walsh reported he and Village Engineer John Whitehouse met with a potential buyer for the property at 425 South Main Street last Tuesday. The potential buyer has a restaurant in Aurora now and would like to expand. He would like to have it open for lunch and dinner. He inquired about a liquor license and they discussed the mechanicals of the building, septic system, parking etc.. The buyer has not put in an offer in for the property yet.

President Walsh felt the meeting was encouraging.

Committee Reports:

Personnel & Administration Committee: No report.

Public Works Committee: No report.

Public Safety/Health & Welfare Committee: No report.

Community Developments and Events Committee: The Board discussed whether the Village will be having the Fourth of July, Street Dance and Fall Fest. President Walsh said the intent is yes and feels optimistic the events can take place. He

said everything is in place to have the fireworks. He said the Village has some time. Trustee Twenhafel said she will start looking into a band for the Street Dance which is scheduled for the second Saturday in August. President Walsh said this will be discussed again in the future.

Planning and Development Committee: Trustee Mary Kay said she received an email from US Representative Lauren Underwood’s office. The House is scheduled to vote on the Fiscal Year Reconciliation Act this week which is going to create new State and Local Corona Relief Funds. She said there is an allocation possibility for Burlington. President Walsh also said he had a conversation with a representative from Lauren Underwood’s office in regards to grants. Engineer Whitehouse also talked about grants that maybe available for railroad crossing encroachment improvements. Discussion followed.

Engineer Whitehouse will create a list of available grants.

Adjournment: Trustee Deb Twenhafel made a motion to adjourn the meeting and Trustee John Totemeier seconded the motion. Ayes: Trustees: Jim Daffron, Deb Twenhafel, Amanda Lutz, John Totemeier and Mary Kay Wlezen. Five ayes, one absent, motion carried. The meeting adjourned at 7:19 p.m.
