Village of Burlington Village Board Met Feb. 16.

Present: Village President Bob Walsh, Village Clerk Katie Adams, Village Engineer John Whitehouse, Village Attorney Peter Wilson, Director of Public Works Mark Wilkison, Treasurer Mitch Dander and Matt Krueger.
Open the Meeting: Village President Bob Walsh opened the meeting at 7:01 p.m. and led the Pledge of Allegiance.
Roll Call: Trustees: Ernie Jackson, Jim Daffron and Mary Kay Wlezen were present.
Absent: Trustees: Deb Twenhafel and John Totemeier.
Guests: Sherriff’s Deputy Matt Humm, Chad Jewett (CMJ Technologies) and Resident Amanda Lutz.
Approval of Minutes: Trustee Mary Kay Wlezen made a motion to approve the January 4, 2021 Village Board meeting minutes and Trustee Jim Daffron seconded the motion. Ayes: Trustees: Ernie Jackson, Jim Daffron and Mary Kay Wlezen. Three ayes, two absent, motion carried.
Trustee Ernie Jackson made a motion to approve the January 19, 2021 Village Board meeting minutes and Trustee Jim Daffron seconded the motion. Ayes: Trustees: Ernie Jackson, Jim Daffron and Mary Kay Wlezen. Three ayes, two absent, motion carried.
Approval of the bills to be paid: Trustee Mary Kay Wlezen made a motion to approve the bills to be paid as presented on Warrant 20-FY 2021, dated February 16, 2021 for $22,225.40 and Trustee Jim Daffron seconded the motion. Ayes: Trustees: Ernie Jackson, Jim Daffron and Mary Kay Wlezen. Three ayes, two absent, motion carried.
Kane County Sheriff’s Report: Sherriff’s Deputy Matt Humm reported calls in Burlington were up however the number is inflated due to weather related fender-benders and other snow related calls.
Proclamation for Engineer’s Week February 21 – 27, 2021: Village President Bob Walsh acknowledged and read aloud the Proclamation for Engineer’s Week observed February 21st through February 27th in 2021.
Chicago Metropolitan Agency for Planning (CMAP) Update on Burlington’s Comprehensive Plan: President Walsh noted a tri-fold mailer will go out in the mail within the next week. The mailer will include a short postage paid survey for residents. All postage for this mailing is being paid for by CMAP.
The Virtual Open House via Zoom is scheduled for Wednesday, March 3, 2021 at 5:30 p.m. Informational posters will be displayed in the Village Hall for public viewing.
The next CMAP Steering Committee Meeting will be held Wednesday, April 7, 2021 at 5:30 p.m.
Due to COVID-19, the CMAP project timeline has been extended through the end of the year, however the current completion date is September/October of 2021.
Deputy Humm left the meeting at 7:18 p.m.
Board Discussion regarding CMJ Technologies Quote on Village Technology Security: Chad Jewett with CMJ Technologies introduced himself and fielded questions from the Board regarding backup systems and cloud storage.
Board Discussion on Corona Virus Relief Funds (CRF) Allotted to the Village of Burlington for a New Server in the Amount of $9,656.99: President Walsh explained the Village has been allotted $9,656.99 for a new server through the CRF and distributed by Kane County. In order to receive the allotted funds, the Village must make the purchase and then submit documentation proving the funds were appropriately spent. Once Kane County is satisfied with the documentation a reimbursement check will be issued. Chad Jewett explained the server quote and answered questions. Discussion followed regarding yearly technology costs.
Board Action on Corona Virus Relief Funds Allotted to the Village of Burlington for a New Server in the Amount of $9,656.99: Trustee Ernie Jackson made a motion to approve CMJ Technologies Quote CMJQ3625 dated February 15, 2021 for a new server for $9,656.99 to spend the CRF funds and also to approve the additional $100 monthly fee for data storage. Trustee Mary Kay Wlezen seconded the motion. Ayes: Trustees: Ernie Jackson, Jim Daffron and Mary Kay Wlezen. Three ayes, two absent, motion carried.
Board Discussion on Corona Virus Relief Funds (CRF) Allotted to the Village of Burlington for a New Village Hall Copy Machine in the Amount of $4,387.00: President Walsh explained the Village has been allotted $4,387.00 for a new copy machine in the Village Hall through the CRF and distributed by Kane County. In order to receive the allotted funds, the Village must make the purchase and then submit documentation proving the funds were appropriately spent. Once Kane County is satisfied with the documentation a reimbursement check will be issued. A brief discussion followed on Ricoh copy machines and Xerox copy machines as the Village has the option of either for the same cost.
Board Action on Corona Virus Relief Funds (CRF) Allotted to the Village of Burlington for a New Village Hall Copy Machine in the Amount of $4,387.00: Trustee Ernie Jackson made a motion to accept Stan’s – LPS Midwest’s Quote dated August 26, 2020 for a new Ricoh copy machine for $4,387 to spend the allotted CRF funds. Trustee Mary Kay Wlezen seconded the motion. Ayes: Trustees: Ernie Jackson, Jim Daffron and Mary Kay Wlezen. Three ayes, two absent, motion carried.
Checks will be cut this week for the new server and copy machine to expedite payment in an effort to prove to Kane County the funds have been appropriately spent before the February 25, 2021 deadline.
Public Works Report: Director of Public Works Mark Wilkison presented his report and review dated February 11, 2021. Director of Public Works Wilkison reported the red truck’s transmission has been going bad for years and after this last cold spell is not functioning. The truck will be looked at this week to see what options are available. President Walsh went over possible pricing on a new replacement vehicle. The Board discussed how to pay for a new vehicle. Director of Public Works Wilkison noted Stark & Son Trenching performed some snow removal from Main Street last week.
Water Plant Report: Director of Public Works Mark Wilkison presented his report and review dated February 11, 2021.
Treasurer’s Report: Treasurer Mitch Dander reviewed the Budget and noted the Village is 9 months through Fiscal Year 2021. The largest difference between this year’s and last year’s budget is the 2020 Road Project.
Village Attorney’s Report: No report.
Village Engineer’s Report: Engineer Whitehouse reported the Village was not awarded the Illinois Environmental Protection Agency (IEPA) Unsewered Communities Planning grant due to an error in documentation. The IEPA noted the error was their mistake and have all of the Village’s documents. The Village will be reevaluated by the program. Engineer Whitehouse will follow up as needed.
Engineer Whitehouse is preparing the Grand Victoria Riverboat Grant Request for the rehabilitation of the Blending/Ground Storage Tank due at the end of March 2021.
Engineer Whitehouse went over Engineering Enterprises, Inc.’s (EEI) invoices this year in comparison to last year and noted Fiscal Year 2021 had a number of additional projects Engineer Whitehouse worked on at the Village’s request including bid documentation for the Clear Well, bid documentation for the 2020 Roads Project, Grand Victoria Riverboat Grants and Unsewered Communities Grants. All zoning costs are reimbursable.
Zoning Enforcement Officer’s Report: Zoning Enforcement Officer John Whitehouse reported he spoke with the Burlington Township Assessor regarding cell towers and solar garden leases within the Village.
Zoning Officer Whitehouse noted the property at Lenschow Road and French Road with the white plastic covering it, is not within the Village. This property will be farmed.
Village Clerk’s Report: Village Clerk Katie Adams noted she will be on vacation March 1 – 3, 2021. In her absence Deputy Clerk Marilyn Diede will be in the Village Hall and at the upcoming March 1, 2021 Board Meeting.
Village President’s Report: Village President Bob Walsh noted there is a possible additional $115,000 slated for the Village of Burlington through COVID-19 funding if legislation is passed.
President Walsh noted the Trustee position currently open must be filled within 60 days of the resignation of the previous Trustee. President Walsh reported he interviewed two residents for this open seat. He said Amanda Lutz has lived in the Village for over 5 years and is a member of the CMAP Steering Committee for the Village’s Comprehensive Plan. President Walsh recommends Amanda Lutz to the Board and plans to appoint her as a Village Trustee at the next Board Meeting. Village Attorney Peter Wilson explained the rules regarding a vacancy on the Board. The Board has 30 days to consider each recommendation, however if two different appointments by the Village President are rejected by the Board, the President must appoint one of the two already presented to fulfill the position. President Walsh introduced Resident Amanda Lutz to the Board. Amanda spoke about her background and interest in the Village. A brief discussion with Amanda followed.
Presentation and Review of Water Billing Memo: January Receipts were $11,946.00 with an additional $300 in security deposits. Aged Receivables due at the end of January were $6,517.84. February Water Billing was $11,622.61.
Adjournment: Trustee Ernie Jackson made a motion to adjourn the meeting and Trustee Jim Daffron seconded the motion. Ayes: Trustees: Ernie Jackson, Jim Daffron and Mary Kay Wlezen. Three ayes, motion carried. The meeting adjourned at 8:33 p.m.
