BOE Meeting

Roll Call Pledge of Allegiance Public Open Forum 3.1 Recognition of Visitors- Dr. Stirn welcomed all guests and recognized Sofia Jandry for her

appointment as Girls State Governor. Public Comment - no public comment.

4. Action Items 

4.1 Consent Agenda - Business Manager Pflug reviewed revenues and expenditures.

Revenues are currently at 9.18% compared to 5.0% a year ago. Expenditures are at 11.84% as compared to 11.32% a year ago. The District received impact fees for 14 new home starts. The bills payable report is typical for this month. Eder, Casella & Co., will have Cheryden Juergensen attend the October meeting to review the audit.

4.2 Approve the FY 20 Final Budget - Business Manager Pflug reviewed a PowerPoint presentation of the budget components. The budget has been on display at the District Office for the last 30 days and no one has called or asked to review it. Only minor changes were made to the draft budget. The budget hearing was held prior to this meeting and no questions were taken.

4.3 Approve the FFA Overnight Trip - the FFA group will travel to their National Convention in Indianapolis, Indiana October 30 - November 2, 2019. Central's FFA Club is ranked in the top ten in the country which allows them to compete against the top nine by writing an application highlighting their top activities, presenting it, and participate in a question and answer session. Approximately 80,000 students from around the country attend this event.

4.4 Approve Student Activity Fund Treasurer - Jenny Gardner has replaced Teresa McMahon as the athletic and activities secretary. Ms. Gardner's employment includes managing the high school activity club.

4.5 Approve the Affiliation Agreement between Northern Kane County Region 110 and the following: Animal Care Clinic of Algonquin, Animal Care Clinic of Geneva, Animal Care Clinic of Pingree Grove, Animal Care Clinic of South Elgin, Animal Care Clinic of Oswego, Animal Eye Consultants, Barrington square Animal Hospital, Critters Pet Shop, Just Animals Vaccine Clinic, Kendall Road Equine Hospital, Lombard Veterinary Hospital, Animal Clinic of South Elgin and Doggy has It. The experiences are for students to earn their Veterinary Assistant Certification.

4.6 Approve Board Policy 1:20 District Organizations, Operations and Cooperative Agreements - this policy is updated to include all the affiliation agreements for the Northern Kane County Region #110 for student veterinary assistant certification.

5. Information Items 

5.1 Committee Reports - CCC - New members attended. Discussion took place about course name changes and adding honors chemistry after honors biology. Dr. Mongan is working with Elgin Community College to increase course offerings so students can earn dual credit. The fist to five voting method was reviewed, grading standards and Every Student Succeeds Act (ESSA) are the topics of on-going discussions. 

DLT - The State loosened their e-learning requirements for this year only and is allowing the public hearing to take place later than the September 1st deadline. The instructional coaches presented options on implementing e-learning at the different grade levels: Elementary students in grades K-2 could have a "blizzard bag' containing items they can work on at home. Grades 3-5 could possibly have a digital project. Middle school and high school student will work on canvas. If staff chooses not to pass e-learning days, snow days will still be used in the event of inclement weather. Upcoming topics include the 20-21 school calendar, student led conferences and social emotional learning. 

EPC - the committee met with first responders. They discussed what happens in the event of an alarm and the weather is bad? Actions should be evaluated but the first response should be to evacuate the building. In the event of an intruder, the district practices the run, hide, fight approach, and escape if possible, District 301 is not an "Alice" The Providence neighborhood has witnessed a male in a black car taking pictures of children. Police have stepped up their presence in the neighborhood. Other topics included security at events, the status of AED training, and stop bleed kits for the AED boxes. 

Foundation - all discussion was related to Trivia on November 9th at the boat in Elgin. Disney is the theme. Well over 10 tables have been reserved as of today. 

5.2 Homecoming - Athletic and Activities Director Diversey reviewed the schedule for homecoming. The week is full of events ending with the dance on Saturday. 

5.3 Public Act 97-256 Requirements Administrator and teacher salary and benefits - this is an annual requirement that we list the salary and benefits of all administrators and teachers in District #301. 

5.4 Public Act 97-0609 Requirements Posting of IMRF Compensation Packages - this is an annual requirement that we list the total IMRF compensation package paid to all IMRF employees. 

5.5 Athletic and Activities Program Analysis and Recommendation for school year 2020 - Director Diversey updated the Board on the responses from his interest survey for athletic and activities expansion for 20-21. Areas where he saw a lot of interest include: lacrosse, bowling, robotics, debate, bass fishing and e-sports. Director Diversey was surprised at the low interest in chess club, only 28 students had an interest in chess. His recommendation is to drop chess and explore e-sports, move forward with robotics, lacrosse, bowling and bass fishing. 

5.6 Enrollment Report - Dr. Stirn reported that in the past districts reported their sixth day enrollment. Currently the State looks at enrollment beginning October 1st. When we review enrollment numbers the State SIS numbers are the most accurate, Skyward is just a moment in time and the numbers reported to SIS are actual students in seats in our schools. We will continue to compare SIS to Skyward but will likely report SIS numbers as we believe they are the most accurate. The district kindergarten numbers are coming in as predicted from data. In the paper there was an article predicting a downturn in housing in the Elgin area, although we continue to see growth.

6.0 Freedom of Information Act (FOIA) 

6.1 Transportation Research – requested information on special education transportation contracts. 

6.2 Central 301 teacher Kathie Dickson - requested information on the exchange between CEA President Chapman, Vice President Gravitt and various administrators.

6.3 Canon Solutions America - requested copier contracts 

6.4 Central 301 teacher Kathie Dickson - requested information related to association leave.
