Gail Borden Public Library Board of Trustees approves updated unattended child policy

Gail Borden Public Library Board of Trustees met Thursday, Nov. 10.

Here are the minutes as provided by Gail Borden Public Library: 

GAIL BORDEN PUBLIC LIBRARY Board of Trustees Meeting Minutes 270 N. Grove Ave., Elgin, IL November 10, 2016 7:00 p.m. 

President Bednar was physically present as well as Secretary Harkin and Trustees Gross, Kline, Kruger, Moylan and Wegman. Executive Director Medal, Tighe, Kress & Orr’s’ Cynthia Petschke, Ehlers’ Steve Larson and Adrienne Booker, and various members of the public and staff were present. 

President Bednar called the meeting to order at 7:00 p.m. 

Public Comment Randy Hopp commented on agenda item #10. 

Moylan motioned to approve the October 11, 2016 Regular Board Meeting Minutes as presented; seconded by Gross. Roll call resulted in 7 ayes (Bednar, Gross, Harkin, Kline, Kruger, Moylan, Wegman), 0 nays. 

Gross motioned to accept the November 1, 2016 Special Board Meeting Minutes as presented; seconded by Moylan. Roll call resulted in 4 ayes (Bednar, Gross, Harkin, Moylan), 0 nays and 3 abstentions (Kline, Kruger, Wegman). 

Gross motioned to accept the November 1, 2016 Closed Executive Session Meeting Minutes as corrected; seconded by Moylan. Roll call resulted in 4 ayes (Bednar, Gross, Harkin, Moylan), 0 nays and 3 abstentions (Kline, Kruger, Wegman). 

Treasurer Moylan motioned to approve the payment of the revised list of bills to be paid between the November 10, 2016 and December 13, 2016 Board Meetings as well as the bills to be paid at the November 10, 2016 Board Meeting in the amount of $335,997.89, including those bills over $10,000 each; seconded by Harkin. Roll call resulted in 7 ayes (Bednar, Gross, Harkin, Kline, Kruger, Moylan, Wegman), 0 nays.

Correspondence Thank you notes from a 2nd grade class were passed around. 

Cynthia Petschke from Tighe, Kress, & Orr, Certified Public Accounts presented the Annual Financial Report. Kruger motioned to accept the Annual Financial Report for the year ending June 30, 2016; seconded by Kline. Following discussion roll call resulted in 7 ayes (Bednar, Gross, Harkin, Kline, Kruger, Moylan, Wegman), 0 nays. 

Foundation Report - The Foundation approved the 2017 Foundation Budget. The notes from the first Governance Committee meeting were reviewed. The first draft of the Foundation’s Annual Ask Campaign was presented by Denise Raleigh. 

Executive Director’s Report - October was a very busy month with the Robot Zoo Exhibit, Ecker Christmas Trees and Early Voting. Volunteers will be playing the piano all day on Thursdays. An Elgin Collection Area has been created in the Genealogy section. In order to give customers all the subject material in one place, the reference books are now interfiled with the circulating collection. The copiers from the genealogy area will be moving closer to the Information desk along with the desk from that area, which will be used as the Passport desk. A new storage shed for maintenance equipment has been built at the Rakow branch by maintenance’s Kevin Ferrell. PRAD’s videographer, Nancy Valladares created a video featuring BB8 (from Star Wars: The Force Awakens) that has reached 1,500 people, got 70 reactions, 2 shares and 4 comments. 

Career Online High School had eleven interviews last week and eight scholarships were awarded. 

The library was well represented at the ILA conference in October with three Trustees and nineteen staff members presenting fifteen programs. 

Kruger motioned to approve Ordinance 2016-11-1:.02 Percent Building and Equipment, as presented; seconded by Moylan. Following a brief explanation, roll call resulted in 6 ayes (Bednar, Gross, Harkin, Kline, Kruger, Moylan), 1 nay (Wegman). 

Moylan motioned to approve Ordinance 2016-11-2: Levy and Assessment of Taxes; seconded by Gross. Roll call resulted in 7 ayes (Bednar, Gross, Harkin, Kline, Kruger, Moylan, Wegman), 0 nays. 

Secretary Harkin motioned to approve Ordinance 2016-11-3: An Ordinance authorizing and providing for an Installment Purchase Agreement for the purpose of paying the cost of purchasing real or personal property, or both, in and for the Gail Borden Public Library District, Kane and Cook Counties, Illinois, and for the issue of not to exceed $1,5000,000 Debt Certificates of said Library District evidencing the rights to payment under said Agreement, providing for the security for and means of payment under said Agreement of said Certificates, and authorizing the sale of said Certificates to the purchasers thereof; seconded by Kline. Discussion included President Bednar reading the Minutes document of Ordinance 2016-11-3. An explanation of the Installment Purchase Agreement and Debt Certificates was provided by Ehler’s Adrienne Booker. Roll call resulted in 5 ayes (Bednar, Gross, Harkin, Kline, Moylan), 2 nays (Kruger, Wegman). 

Gross motioned to approve the updated “Unattended Child Policy” as presented; seconded by Kruger. Following discussion roll call resulted in 7 ayes (Bednar, Gross, Harkin, Kline, Kruger, Moylan, Wegman), 0 nays. 

Deputy Director Sabo gave an update on the Strategic Plan. 

Kruger motioned to approve the Security Report as presented; seconded by Kline. Roll call resulted in 7 ayes (Bednar, Gross, Harkin, Kline, Kruger, Moylan, Wegman), 0 nays. 

A discussion ensued on how Trustees should receive mail sent to the library. It was decided that Trustees mail will be forwarded to them as soon as it is received. A comment was made regarding all the campaign signs on library property during the election and if a sign stating that the library does not endorse any candidate could be posted. 

The board congratulated Trustee Wegman for being elected to the Kane County Board. 

Moylan motioned to adjourn; seconded by Kruger. A voice vote resulted in no nays. Meeting adjourned at 7:57 p.m. Approved
