City of Geneva City Council met May 19

Here are the minutes provided by the council:

CALL TO ORDER

The Geneva City Council meeting was called to order by Mayor Kevin Burns at 7:00 p.m. in the City Hall Council Chambers.

Elected Officials present:

Alderpersons: Anaïs Bowring, Larry Furnish, Dean Kilburg, Brad Kosirog, William Malecki, Richard Marks, Amy Mayer, Jeff Palmquist, Martha Paschke, Mark Reinecke.

Mayor Kevin Burns, City Clerk Vicki Kellick.

Elected Officials attending by video or teleconference: None.

Elected Officials absent: None.

Others Present: City Administrator Stephanie Dawkins, Assistant City Administrator Ben McCready, City Attorney Ron Sandack, Electric Division Superintendent Aaron Holton, Water Division Superintendent Bob Van Gyseghem, Public Works Director Rich Babica, Economic Development Director Cathleen Tymoszenko, Deputy Police Chief Dean.

PLEDGE OF ALLEGIANCE

Mayor Burns invited the GHS Dance Team to lead the Pledge of Allegiance.

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS

Recognize Geneva High School IHSA Class 2A Dance State Champions

Mayor Burns welcomed Coach Amy VanWagenen and the 20 members of the Geneva Varsity Dance Team. Coach VanWagenen stated that the seniors’ goal was to win state, and the entire team followed their lead. She noted that the team has a strong work ethic and that the parents were very supportive. Practice begins the first week of June and ends with the October competitive season. After each team member had the opportunity to speak, the team was presented with a sign which will be posted in town announcing that Geneva is the home of the 2025 IHSA Class 2 Dance state champs.

*Approve Resolution No. 2025-46 Authorizing the Execution of a Labor Contract with Utility Dynamics Corp. for the RY26 Underground Replacement Program in the Amount of $714,975.10 with Allowance for the City Administrator to Approve Change Orders Not to Exceed 10% of Contract, for a Not to Exceed Total of $786,472.61.

*Approve Resolution No. 2025-47 Authorizing a Development Economic Incentive Agreement with 318 Lofts, LLC for 318 Anderson Boulevard.

Consider Resolution No. 2025-48 Authorizing the Execution of a Contract with ComEd for Construction of 34kV Facilities at Geneva Business Park III Substation in the Amount of $52,949.67.

Consider Resolution No. 2025-49 Authorizing the Execution of a Corrected IDOT Form BoBS 2804 – and Ten-Year Intergovernmental Agreement with IDOT to Perform Routine Maintenance of State Routes 25, 31, and 38 Within the City of Geneva for the Period July 1, 2025 through June 30, 2035.

Consider Resolution No. 2025-51 Authorizing the Establishment and Implementation of Destination Geneva Grant Program.

Moved by Ald. Bowring, Seconded by Ald. Paschke.

On a question by Ald. Kilburg, Dir. Tymoszenko noted that she did not foresee any modifications to the program. On another question, Admin Dawkins reminded the council that it was considering the special event grant program only. She stated that the language in that program allows the City Administrator to make changes to the program as long as changes are not made to the dollar amount.

On a question by Ald. Kosirog, Dir. Tymoszenko stated that she is often asked if such a program exists when working with special events so she believes that this program will be of interest to many.

On a question by Ald. Reineke, Dir. Tymoszenko noted that this is a grass roots grant to help grow eclectic and unique experiences for the city.

On a question by Ald. Kilburg, Admin. Dawkins stated that spaces to be filled in within the grant agreement will be filled in after the Council approves the grant.

Each is determined upon each grant and event.

Consider Approval of Workers’ Compensation Settlement Claim.

This item has been removed from the agenda.

PUBLIC COMMENT

Michael Olesen noted that the 2025 Community and Business Guide will be mailed to every Geneva resident and business shortly. There will be 144 juried artists attending the art fair and there are 60 on the waiting list. June 18 will mark the beginning of the 75th Swedish Days festival. Mr. Olesen reminded everyone that volunteers are always welcome.

There being no further business, moved by Ald. Kosirog to adjourn the Geneva City Council meeting.

MOTION CARRIED by unanimous voice vote of those present.

The meeting adjourned at 8:21 PM.
