IL-25/Riverside Avenue has reopened to traffic, and the Fox River Trail is accessible once again for pedestrians and cyclists. The closures were part of the Riverside Culvert Replacement Project at Moore and Riverside avenues, which is now substantially complete ahead of schedule.

The project aimed to enhance safety, connectivity, and overall conditions in the area. Key improvements include larger culverts under IL-25 to mitigate flooding risks, a new water main for improved system connectivity, a re-aligned bike path for safer rides with shorter crossings, restoration of the creek with native plants to promote natural flow, completion of a sidewalk gap on IL-25's east side, and freshly repaved and restriped sections of IL-25.

According to project details provided by the City, these measures are designed to reduce flooding risks by replacing an undersized culvert that carries 7th Avenue Creek under Riverside Avenue (IL-25). This effort builds on initial flood mitigation work from 2021 and aims to prevent road overtopping while supporting future drainage improvements upstream by increasing capacity at the creek’s outlet.
