Village of Carpentersville Board of Trustees met Dec. 3
Here are the minutes provided by the board:
I. Call to Order:
The regular meeting of the Village Board of Trustees was called to order at 6:00 p.m.
II. Roll Call for Attendance:
Village President Skillman and Trustees Malone, Garcia, Sandoval, Abbott, and Frost were present for the meeting. Trustee Richardson was absent.
III. Pledge of Allegiance:
President Skillman asked a boy scout from Troup #52 to lead the Pledge of Allegiance.
IV. Proclamations, Congratulatory Resolutions, and Awards

V. Appointments, Confirmations, and Administration of Oaths
A. Appointment of Laura Tisinai to the Planning and Zoning Commission with a term expiring December 31, 2025
Trustee Garcia motioned to approve the appointment of Laura Tisinai, seconded by Trustee Abbott.
Vote on Motion:
6 – Ayes (Frost, Malone, Garcia, Sandoval, Abbott, Skillman)
0 – Nay
1 – Absent (Richardson)

Approval of a Resolution Appropriating Motor Fuel Tax (MFT) Funds for the Purpose of Maintaining Village Streets Through the Purchase of Road Salt for Snow and Ice Control, Electric Usage for Street Lighting, Contractual Services for Roadway Resurfacing and Select Village Sidewalk Cutting, and Engineering Services in the Amount of $1,834,051.01
F. Approval of a Resolution Accepting the Professional Services Agreement to Complete the Phase II Design Engineering for the Sioux Avenue Drainage Improvements with HR Green, Inc. of McHenry, Illinois in the Amount of $229,900.00
G. Approval of a Resolution Accepting a Professional Services Agreement with HR Green, Inc. of McHenry, Illinois for Design Services of Two Retaining Walls Located Along Robin Road in the Amount Not to Exceed $54,740.00
Trustee Garcia motioned to approve Items A through G on the Consent Agenda, seconded by Trustee Malone.

VIII. Reports of Manager and Staff
Manager O’Sullivan announced that a meeting would be taking place soon with neighboring communities about the status of an Intergovernmental Agreement.
Manager O’Sullivan invited Special Events Coordinator Sara Miller to announce an upcoming special event. Sara Miller discussed the Riverside Parade of Lights, which would take place on Saturday, December 7. Following the parade will be the Winterville event at Triangle Park which features a tree lighting ceremony, Santa visits, letter writing, and refreshments. Sara highlighted and thanked the following local sponsors for the event: Fox River Valley Public Library District, Starbucks, La Michoacana Ilusion, Mizrain Yeverino – State Farm Insurance Agent, Village Fresh Market, and The Home Depot.

XI. Trustee and Committee Reports:
Trustee Sandoval – Trustee Sandoval welcomed back Chief Shaver and wished all a Happy Thanksgiving. She stated that she attended the Toys for Tots and remarked on the event’s success. Trustee Sandoval announced that the registration for participation in the Holiday Lighting Contest is open online through Sunday December 8. Judging of the lights will begin on December 11 through December 22. She announced the date of the next SPARKS meeting on December 18 at 6:30pm.
Trustee Richardson – Absent
Trustee Frost – Trustee Frost welcomed back Chief Shaver and wished all a Happy Thanksgiving. He attended a meeting for the Business Development Commission and said there’s a lot to look forward to in the coming months.
Trustee Abbott – Trustee Abbott welcomed back Chief Shaver and wished all a Happy Thanksgiving. He mentioned that he is looking forward to the Riverside Parade of Lights and Winterville events.
Trustee Malone – No report
Trustee Garcia – Trustee Garcia wished all a fun and safe experience at the Riverside Parade of Lights. He also mentioned that an ambulance and box truck were filled at the Toys for Tots event, and commended the community for their generosity for this event.
President Skillman – President Skillman attended a Kane Kendall Council of Mayors meeting in Batavia, which discussed a new train route that is being planned in the area. He mentioned that the Carpentersville Rotary Club would be sponsoring a free movie at Carpentersville’s Cinema 12 on Saturday, December 14, featuring the movie “Elf”. He also mentioned that the Carpentersville Rotary Club was one of several groups that helped a community in Mexico develop infrastructure to get running water into town. He thanked the members that are involved.
