City of Geneva Committee of the Whole met Nov. 18

Here are the minutes provided by the committee:

Elected Officials Present: Mayor Burns, Ald. Bowring, Ald. Bruno, Ald. Hruby, Ald. Kilburg, Ald. Kosirog, Ald. Malecki, Ald. Marks, Ald. Mayer, Ald. Paschke, Ald. Swanson, Clerk Kellick.

Elected Officials Attending by Teleconference: None.

Elected Officials Absent: None.

Others Present: City Admin. Dawkins, Asst. City Admin. McCready, City Attny. Sandack, Supt. Holton, Supt. Landers, Supt. VanGyseghem, Dir. Babica, Dir Kruse, Chief Antenore.

Others attending by video or teleconference: None.

Call to Order

Brad Kosirog, serving as chair, called the meeting to order at 8:12 PM noting all council members were present.

Approve Special Committee of the Whole Minutes from November 1, 2024 and Regular Committee of the Whole Minutes from November 4, 2024.

Moved by Ald. Kilburg, seconded by Ald. Bruno.

Ald. Kilburg requested that an addendum be made to the November 1 minutes to include the economic development proposal that he presented at that meeting.

MOTION CARRIED by voice vote 9-0 with Ald. Malecki voting “present”.

Items of Business

Consider Draft Resolution Authorizing the Mayor to Execute the Restated Intergovernmental Agreement for Tri-Com Central Dispatch.

Moved by Ald. Bruno, seconded by Ald. Mayer.

MOTION CARRIED by voice vote 10-0.

Consider Draft Resolution Waiving Competitive Bidding and Authorize the Purchase and Installation of Two Variable Frequency Drives at a Cost Not-toExceed $31,500.00.

Moved by Ald. Paschke, seconded by Ald. Bowring.

MOTION CARRIED by voice vote 10-0.

Consider Draft Resolution Authorizing the Purchase of a Tennant M20 Floor Sweeper-Scrubber from Grainger in the Amount of $83,494.26.

Moved by Ald. Bowring, seconded by Ald. Paschke.

MOTION CARRIED by voice vote 10-0.

Consider Draft Resolution Authorizing the Execution of an Easement for Parcel 12-08-102-016.

Moved by Ald. Bruno, seconded by Ald. Bowring.

MOTION CARRIED by voice vote 10-0.

Consider Draft Resolution Accepting Professional Services Agreement with Stanley Consultants for Design and Project Management Services for Geneva Business Park III Substation Construction in an Amount Not-to-Exceed $145,000.00.

Moved by Ald. Bowring, seconded by Ald. Paschke.

On a question by Ald. Kilburg, Supt. Holton stated that the third substation will satisfy the capacity needs for the area. On another question, he noted that the build out of the Route 38 logistics center, the additional phase of Hillwood Properties, the Bullock Campus, and the growth in the southeast development will exceed te capacity of the current two substations.

Consider Draft Ordinance Abating Taxes Levied for General Obligation Refunding Bonds (Waterworks and Sewerage Alternate Revenue Source), Series 2021[A][B].

Moved by Ald. Bowring, seconded by Ald. Mayer.

MOTION CARRIED by voice vote 10-0.

Consider Draft Ordinance Abating Taxes Levied for General Obligation Bonds (Alternate Revenue Source), Series 2024.

Moved by Ald. Bruno, seconded by Ald. Marks.

MOTION CARRIED by voice vote 10-0.

Consider Draft Ordinances for Estimated 2024 Tax Levies.

Moved by Ald. Bowring, seconded by Ald. Paschke.

On a question by Ald. Kilburg, Admin. Dawkins stated that the tax rate has been decreasing since 2014 because of the relationship with the EAV which has been on an upward trend. Ald. Kilburg noted that it is important to point out that the City has been frugal. Dir. Kruse stated that at the budgeting meetings, every line item is scrutinized.

MOTION CARRIED by voice vote 10-0.

New Business

Ald. Kilburg noted that the Vikings will be playing in the football semifinals against Cary-Grove on Saturday.

On a motion by Ald. Marks, the meeting was adjourned by unanimous voice vote at 8:36 PM.
