City of Geneva City Council met April 1

Here are the minutes provided by the council:

CALL TO ORDER

The April 1, 2024 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns.

Elected Officials present:

Alderpersons: Anaïs Bowring, Becky Hruby, Dean Kilburg, Brad Kosirog, Craig Maladra, Richard Marks, Amy Mayer, Martha Paschke, Robert Swanson.

Mayor Kevin Burns, City Clerk Vicki Kellick.

Elected Officials attending by video or teleconference: None.

Elected Officials absent: Mike Bruno.

Others Present: City Administrator Stephanie Dawkins, Assistant City

Administrator Ben McCready, City Attorney Ron Sandack, Public Works Director Rich Babica.

Others attending by video or teleconference: None.

PLEDGE OF ALLEGIANCE

The pledge was led by Patrick Lisk and Kyle Bergman.

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS

Introduce Fleet Mechanic Technician Patrick Lisk and Street Maintenance Worker Kyle Bergman.

The Mayor welcomed Kyle Bergman who joined the City of Geneva on December 4, 2023. Mr. Bergman is a 2016 graduate of GHS and currently lives in Geneva.

He previously worked for the Kane County Forest Preserve district for six years.

Mr. Bergman’s hobbies include working out, fly fishing with his family, and kayaking on Lake Shabbona with his girlfriend.

Mayor Burns then welcomed Patrick Lisk. Mr. Lisk lives with his wife and four children in Batavia. He interned and then worked for a small automotive shop in Glen Ellyn while a student at Glenbard West High School. He continued working there while a student at College of DuPage and was an auto technician for 22 years before coming to Geneva. He enjoys classic cars and is currently working on a 1969 Charger. In his free time, he also enjoys ATV trail riding.

Proclaim April 26, 2024 as “Arbor Day”.

Moved by Ald. Kosirog, Seconded by Ald. Paschke.

Motion carried by unanimous voice vote of those present.

None.

*Approve Resolution No. 2024-37 Authorizing the Execution of a 2-Year Contract with Eco Clean Maintenance, Inc. at an Annual Cost of $77,856 for Daily Custodial Services and Supplies for City Hall, Police Department, and Public Works Facilities.

*Approve Resolution No. 2024-38 Authorizing the Execution of an

Intergovernmental Agreement with the City of St. Charles for the Construction and Reconstruction of Kautz Road.

PRESENTATION OF ORDINANCES AND RESOLUTIONS

Consider Resolution No. 2024-39 Designating City-Authorized Purchasers of Road Salt Utilizing the State of Illinois Joint Purchasing Contract.

Moved by Ald. Marks, Seconded by Ald. Paschke.

On a question by Ald. Kilburg, Dir. Babica stated that the salt dome is full and that the last shipment was received today. He estimated that there are likely 1,800 tons of salt in the dome,
