Request for Qualifications for 50-Acres Site Development Opportunity

The City of Aurora, Illinois (the “City”) is pleased to announce this offering of a key development site consisting of approximately 50 acres of developable land (the “Subject Parcels”) located in the Interstate 88/Bilter Road/Farnsworth Avenue Corridor (the “Development Corridor”). The city is the landowner and will consider utilizing this asset as a vehicle to foster the overall economics of the complex and/ or any individual component that produces a positive cost/ benefit. The purpose of this Request for Qualifications (“Request” or “RFQ”) is to solicit the interest of potential developers or development teams. The site could be purchased and developed by ONE MASTER DEVELOPER for the full 50-acres or from special users interested in only one use (i.e. the hotel only, the sports facility only, etc.).

Specifically, the City is seeking responses from experienced developers (and development teams) willing to enter into a public-private partnership in accordance with the principles and project goals outlined herein and encourages partnerships between national and local entities. This invitation, together with its attachments, comprise the RFQ. A Project Evaluation Committee will review all submitted materials and select a short list of finalists who will be invited to present their qualifications and proposal. RFQ Schedule

The selection process to be carried out as part of this Request for Qualifications includes the following steps. Please note that dates are subject to change.

  • Publication and Distribution of RFQ: December 13, 2023
  • Last day to submit questions in writing: January 16, 2024, at 12:00 pm Central Time
  • Responses to questions as well as Housing Study (currently underway) published: January 22, 2024
  • Responses due: February 5, 2024 at 12:00 pm Central Time
  • Review period: February 6, 2024 – February 22, 2024
  • Notification to highest-ranked respondents: March 1, 2024
  • Finalist Panel Interviews: the week of March 11, 2024
  • Tentative notice of intent to negotiate: March 18, 2024
  • Negotiation with the highest rank, and City Council approval, TBD

Questions

  • All communication is to be sent to the above email. Any questions posed will be answered in full view of all. Under no circumstances are developers, including third party vendors or their staffs, to contact other staff at the City of Aurora for purposes associated with the RFQ, including, but not limited to, obtaining or providing information. Developers failing to comply with this requirement may be disqualified.
  • Each Developer is responsible for understanding fully the terms and conditions of this RFQ. Requests for clarification or additional information must be received in writing to the Director of Purchasing at PurchasingDL@aurora.il.us no later than 12:00 pm, Central Time, Tuesday, January 16, 2024. All questions will be answered in writing, in the form of an addendum to the RFQ and posted to the City’s website by 12:00 pm, Monday, January 22, 2024. Both questions and answers will be distributed, without identification of the inquirer(s).
  • No questions will be accepted or answered verbally. No questions will be accepted or answered after the January 16, 2024 12:00 pm cut-off date/time. It is the proposer’s responsibility to check the website before submitting their proposal.
