Kane County Committee of the Whole met June 27.

6. Presentations/Discussion
Madam Chairman Pierog requested to move the Facilities Master Plan Update to the beginning of the agenda. The Committee had no objection.
A. Facilities Master Plan Update (Jason Dwyer, Wight & Co.)
Wight & Company's President of Design and Construction, Jason Dwyer, provided an update on the Kane County's Facilities Master Plan. Currently, the Scenario Planning phase is a four month process. He shared photos of the Kane County Primary Sites. He spoke on the Judicial Planning within the Master Plan. All contents within the presentation have been presented to all Judicial departments. The main goal for the Judiciary is to have one core location for all needs while utilizing satellite offices. Dwyer spoke on the challenges of numerous courtrooms within the Third Street Courthouse. He addressed three separate scenarios for a possible Judicial Center expansion or creating a new wing for agency offices. (Allan* arrived - 4:18pm) He shared the positives and negatives of each scenario. While meeting with the Judiciary Departments, Option B had the majority votes. Dwyer addressed questions and comments from the Committee on the Judiciary plan. Much discussion ensued.
Dwyer shared graphics of the Third Street Courthouse and the Kane County Branch Court. He proposed options to address spatial needs. He answered questions and received comments from the Committee.
Dwyer continued with the Government Planning phase of the Facilities Master Plan. He addressed the main Government Center issues, such as safety requirements and current building codes. He shared photographs of Government Center location options. He requested feedback from the Committee on the possible relocation of the Government Campus. Discussion ensued. Dwyer shared several options for addressing the Government Center's location. It could remain here or go to the Judiciary Center site, on land located to the north of the judiciary site off of Route 38, or at the Fabyan Parkway site. He addressed the positives and negatives of each option. He shared feedback that had been collected on these options. He recommended Option C to solve the facility needs of the Government Center. He suggested moving forward with the planning process of the highlighted three options for the Government Center, Judicial Center and the Fabyan Parkway locations. Discussion ensued on these three options. The Committee provided a consensus to move forward with Option C for the Government Campus.
Dwyer addressed the specialty departments space needs, such as KaneComm, Emergency Management, and Health Department locations. He shared possible options to address these departments' space needs. He reviewed the options for the use of satellite offices and their possible locations throughout the County.
B. Fabulous Fox! River Trail Award (K. Miller)
Dev. Department's Executive Planner Miller provided a presentation on the Fabulous Fox! Water Trail. On June 2, 2023, the Secretary of the Interior Haaland designated the Fox River Water Trail as a National Water Trail. This designation allows the Fox River to be recognized nationally. This comes with numerous benefits. She listed news outlets that the water trail has been published in. Due to this designation, the Fox River will receive mutual support and knowledge sharing through the National Park Service. Other opportunities brought by this designation include positive economic impact, increased tourism, and additional funding for sustainability projects. Miller presented the history and statistics of the Fabulous Fox! Water Trail. She shared the Vision Statement for the Water Trail. She listed the numerous partnerships and volunteers across the region that have helped create a successful water trail. A map that shows the entire trail at a glance can be accessed at FabulousFoxWaterTrail.org. There is a search option within the map to find areas of interest along the trail. She spoke on the signage that has been placed along the Fox River Water Trail. She addressed the best management practices that have been implemented, such as recreation opportunities, education, and trail maintenance. As the County moves forward with the implementation of the Management Plan in Kane County, the Water Trail will continue to receive grants for support in the future. On November 2, 2022, Kane County submitted the application to the National Park Service (NPS) and now the Kane County Fabulous Fox! Water Trail is a part of the National Recreation Trails System. Miller addressed the list of letters and resolutions across the region that helped support this endeavor. She thanked the County for her opportunity to work on this initiative. She addressed questions and comments from the Committee. Discussion ensued. (Tepe left - 5:50 p.m.)
C. Kane County Economic Development Update (C. Toth)
Dev. staff Toth provided a presentation on Kane County's economic
development strategy and organization, to which ARPA has allocated $3.4M. He spoke on the Economic Development Roundtable and shared the partnerships that help support the Economic Development Plan. Toth spoke on the Greater Chicagoland Economic Partnership (GCEP). He detailed the inclusive economic development process that Kane County's Economic Development Advisor (RW Ventures) is initiating. He highlighted the projected timeline for the Kane County Strategic Economic Development Plan. He stated that the next steps are market analysis and stakeholder engagement. Toth addressed questions and comments from the Committee. Discussion ensued.
