A. March Transportation Committee Finance Reports
KDOT staff Hopkinson stated the monthly financial reports were on file. She mentioned that within the next few months, KDOT will have a resolution regarding the $17.5M grant the County will be receiving for the Longmeadow Parkway construction project.
B. Authorizing Number of Procurement Cards Issued to the Kane County Division of Transportation and the Transaction Limits Thereof

6. Maintenance
A. Maintenance Report
KDOT Edwards stated the monthly report was on file. He announced that April 17-21, 2023 is National Work Zone Awareness Week. This is the kickoff for constituents and workers to start thinking about upcoming construction and the personnel that will be working the roadways. During this week, KDOT will be participating in a number of activities to bring awareness to work zone safety. Wednesday, April 19, 2023 is "Go Orange Day". KDOT requested the County to wear orange in support of safety in the work zone. Edwards shared a picture of KDOT staff that has participated in the past. KDOT presents a National Work Zone Memorial Wall. This wall is shown across the country listing the names of all those lost in the work zone. This wall is personal to KDOT with the loss of Steve Chidester. Chidester was killed in a work zone on May 19, 2016. In honor of Chidester, KDOT has adopted the piece of roadway where the accident took place on Harter Road. Staff participates in cleaning up the roadway. Edwards addressed questions and comments from the Committee.
B. Approving Adopt-A-Highway Applicants
KDOT staff announced that the Adopt-A-Highway program has one new applicant.

7. Planning & Programming
A. Planning & Programming Report
KDOT staff Forbes stated the monthly report was on file. She explained that staff has been reviewing the draft Bicycle and Pedestrian Plan. The draft will be available for public comment on April 27, 2023 and will be open through mid-May. Once final edits are made to the plan, it will be presented to the Transportation Committee. Forbes thanked County Board Vice Chair Tepe for inviting KDOT to provide a presentation to the Edgewater Neighborhood in Elgin. The presentation touched on their planning efforts, infrastructure, and bicycle/pedestrian safety. Forbes stated that the Ride in Kane Program has 45 registered riders. She acknowledged that the ridership numbers have been increasing. In the first quarter of 2023, Kane County sponsored 894 riders compared to the last quarter of 2022, of 486 riders. Forbes reviewed the additional ridership data.
B. Approving Service Agreement Between the Veterans Assistance Commission of Kane County and the County of Kane for Ride in Kane Paratransit Services
Committee Member Lenert inquired about the $225,000.00 State and Local Fiscal Recovery Funds (SLRF), and if it is exclusive for veterans. Forbes ensured that the funding is strictly for Veteran's transportation through the Ride in Kane Program.

KDOT staff Nika stated the monthly report was on file. He highlighted the active permits for major access point projects. He listed four projects that would begin construction over the next month in the northern-end of the County.
9. Traffic Operations
A. Traffic Operations Report
KDOT staff Nika stated the monthly report was on file. In the next month, KDOT will begin work at Fabyan Parkway and Settler's Hill intersection. They will be removing a span-wire signal that was placed there temporarily for the last 20 years. This project will be publicized before and during construction. Nika stated that in the near future, Fabyan Parkway will undergo a widening project, which provide auxiliary turn lanes at the Kingsland intersection.
10. Project Implementation
A. Project Implementation Report
KDOT staff O'Conneell stated the monthly report was on file. Next month, Randall Road over Interstate 90 Phase I Engineering Study Project will hold two public meetings. On Monday, May 15, 2023, KDOT will be hosting a virtual public meeting from 6:00 p.m. to 7:00 p.m. On Tuesday, May 16, 2023, KDOT will be holding an in-person public meeting from 6:00 p.m. to 8:00 p.m. at the Rakow Adult Activity Center in Carpentersville. For more information, please visit www.Randallover90.com. O'Connell addressed questions and comments from the Committee. (Ford arrived in-person at 9:16 a.m.) O'Connell continued with various photographs of current construction projects around the County.
B. Approving a Contract for Construction with D Construction Inc. of Coal City, Illinois for 2023 Aurora Township Road District, Section No. 23-01000-01-GM
KDOT staff O'Connell suggested moving agenda items B through H together, as they are all regarding construction contracts to resurface pavement for seven of the County's township roads. Committee Member Lenert motioned to move items B through H forward, Ford seconded. Motion carried unanimously by roll call vote. Lenert inquired about the use of in-county contractors versus the utilization of just the lowest bidder.
