City of Elgin Committee of the Whole met Jan. 25.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell (6:03 p.m.), Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None.

Approval of Minutes

Councilmember Dixon made a motion, seconded by Councilmember Shaw, to approve the minutes of the January 11, 2023, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Resolution Agreement with Seven Hills Technology for Portal and App Development and Support

Aaron Cosentino, Chief Technology Officer, and Adam Schuessler, Deputy Police Chief, presented information regarding two new apps for the city and police department. They highlighted the new features of the apps and the evolution of the apps to their current versions. There was discussion regarding payment options and the status of an in-house web developer.

Councilmember Shaw made a motion, seconded by Councilmember Dixon, to enter into a one year agreement with Seven Hills Technology in the amount of $86,700 to provide support and development for the city’s online portal and mobile application. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Resolution for Improvement under the Illinois Highway Code – 2023 Eastside Resurfacing Project – Section Number 23-00200-00-RS

Mike Pubentz, Public Works Director, provided details on the pavement condition index, how the data is used, and how often this information is updated.

Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the motor fuel tax resolution in the amount of $2,329,134 to provide funding for both the construction of the 2023 Eastside Resurfacing Project, Section Number 23-00200-00-RS, and for the construction engineering services to be provided in relation to the project. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Resolution for Improvement under the Illinois Highway Code – 2023 Providence Resurfacing Project – Section Number 23-00201-00-RS

Councilmember Good made a motion, seconded by Councilmember Martinez, to approve the motor fuel tax resolution in the amount of $2,314,043 to provide funding for both the construction of the 2023 Providence Resurfacing Project, Section Number 23-00201-00-RS, and for the construction engineering services to be provided in relation to the project. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Resolution for Improvement under the Illinois Highway Code – 2023 Country Knolls Resurfacing Project – Section Number 23-00202-00-RS

Councilmember Martinez made a motion, seconded by Councilmember Steffen, to approve the motor fuel tax resolution in the amount of $2,174,000 to provide funding for both the construction of the 2023 Country Knolls Resurfacing Project, Section Number 23-00202-00-RS, and for the construction engineering services to be provided in relation to the project. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Fire Department Administrative Vehicle Purchase

There was discussion regarding the purchase on an electric vehicle. Recently such a vehicle became available at a local dealership that would fit the needs of the department. This purchase would be an opportunity to start the electric vehicle pilot program and gather data to inform future vehicle purchases.

Councilmember Dixon made a motion, seconded by Councilmember Powell, to authorize fire department staff to purchase a new administrative vehicle for an amount not to exceed $58,760 to ensure a reliable emergency response vehicle for a chief officer position. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmembers Shaw and Thoren.

Design and Engineering Services with Upland Design, Ltd. for Millennium Park Renovation

Councilmember Steffen made a motion, seconded by Councilmember Good, to enter into an agreement with Upland Design, Ltd. in the amount of $61,200 to complete architectural and engineering design elements, construction documents, provide bid assistance and construction management for the renovation of Millennium Park. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Agreement with Industrial Organizational Solutions for Police Lieutenant Promotional Testing Process

Councilmember Martinez made a motion, seconded by Councilmember Dixon, to approve an agreement with Industrial Organizational Solutions in the amount of $33,495 to provide a fair, neutral testing process for those police sergeants seeking to earn placement on the police lieutenant eligibility list. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Purchase of Services Agreement with Elgin Area Chamber of Commerce

Board members for the Elgin Area Chamber of Commerce provided details on 2022 achievements and outlined goals for the coming years.

Councilmember Dixon made a motion, seconded by Councilmember Good, to approve an agreement for economic development services with the Elgin Area Chamber of Commerce in the amount of $325,000 annually for three years with three percent increases in the second and third years of the agreement to provide economic development services including small businesses assistance, business retention outreach and foreign trade initiatives and other similar programs. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Announcements from Council

Councilmember Thoren provided a brief update on a local cannabis dispensary application.

Councilmember Steffen invited all to attend the Kiwanis Club of Elgin’s Pancake Breakfast from 8:00 a.m. to 10:00 a.m. on January 28, 2023.
