Objective: Provide information to adopt the annual ordinances abating taxes for the property tax levy.

B. Community Task Force on Policing Update on Remaining Recommendations (Councilmembers Powell and Good)
Objective: Staff will be providing information on the timeline for presenting the task force recommendations relating to the creation of a civilian review board and an ordinance banning police stops for minor non-moving vehicle infractions.
C. Construction Engineering Services Amendment Agreement No. 3 with Baxter and Woodman, Inc. for the Summit Street and Dundee Avenue Intersection Improvements Project ($421,403)
Objective: Provide field inspection, design interpretation, contract administration, documentation, and general coordination and control of the day-to-day construction activities for the Summit Street and Dundee Avenue intersection improvement project.
D. Resolution Authorizing the Application for the Urban and Community Forestry Support in the Chicago Region Grant Program—2023 Chicago Region Earmark (No Cost)
Objective: Produce a new Urban Forest Management Plan for the city using the Urban and Community Forestry Support in the Chicago Region Grant Program—2023 Chicago Region Earmark to offset 75 percent of the project cost.
E. Adoption of the 2023 Official Zoning Map (No Cost)
Objective: Comply with state statute requiring the annual adoption and publication of an official zoning map.
F. Acceptance of Public Improvements and Easement within the Site Located at 2601 Ma son Road ($5,225 - Estimated Five-Year Maintenance Cost)
Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents.
G. Amendment No. 2 to the Engineering Services Agreement with Baxter & Woodman, Inc. for National Pollution Discharge Elimination System Permit Phase 2 Storm Water Permit Compliance Project ($94,860)
Objective: Provide engineering required to maintain compliance with the federally man dated National Pollution Discharge Elimination System (NPDES) permit program.
H. 2023 Fleet Procurement Authorization (Not to Exceed $1,972,240)
Objective: Provide purchase authorization toward 2023 fleet vehicle and equipment pro curement to maintain core service delivery.
I. Agreements with Rave Wireless, Inc., d/b/a Rave Mobile Safety for Rave Alert and Smart911 for Public Safety (Rave Alert: $47,500 for five years; Smart 911: $94,753 for five years)
Objective: Maintain technology for alerting Elgin residents to important community and emergency information and enable residents to enter critical information for responding emergency personnel.
J. Purchase of Getac Mobile Computers and Docks from Ultra Strobe Communications ($94,977)
Objective: Improving the efficiency and effectiveness of fire department responses by re placing mobile computers that are beyond their service life for used with computer aided dispatch and response in frontline apparatus.
