City of Batavia Committee of the Whole met Oct. 25.

Here are the minutes provided by the committee:

Chair Wolff called the meeting to order at 7:03pm.

1. Roll Call

Members Present: Chair Wolff; Ald. Miller, Russotto (remote), Beck, Connelly, Chanzit (remote), Solfa, Baerren, Leman, Ajazi (remote), Malay, Uher, Vogelsinger (joined at 7:03pm)

Members Absent: Ald. Cerone

Also Present: Mayor Schielke; Laura Newman, City Administrator; Howard Chason, Director of Information Technology; and Jennifer Austin Smith, Recording Secretary (remote)

6. Consent Agenda

(The Consent Agenda is made up of items recommended by city staff that requires recommendation to the full City Council by the COW. This agenda is placed as a separate item on the COW agenda. The items on the Consent Agenda are usually minor items, already budgeted, standard non-policy activities or outgrowths of earlier meetings and are voted on as a “package” in the interest of saving time on non-controversial issues. However, any council member may, by simple request, have an item removed and placed on the “regular” agenda.)

a. Approval: Executive Session Minutes September 13, 2022 – Possible Litigation

7. Presentation: Batavia Elected Representation Changes (Mike Kamin) Kamin presented a PowerPoint titled “City of Batavia, IL Redistricting Recap, Michael Kamin, GISP, GIS Analyst, City of Batavia” that included the following information: • Illinois Redistricting Background

Kamin noted that the information in the distributed handouts will be made available on the City’s website.

Ald. Chanzit exited the meeting at 7:18pm

8. Resolution 22-106-R: Structured Wiring Services (HC) GS

Chason discussed the memo with the Committee. Chason discussed the rewiring, removal of the old network cabling and removal of the old phone wiring.

Motion: To recommend approval of Resolution 22-106-R: Structured Wiring Services

9. Resolution 22-107-R: Conference Room AV Services (HC) GS

Chason discussed the memo with the COW. Uher asked if the School District could be contacted to see if they are using a service such as this so that the City could piggyback off of their contract. Chair Wolff added that this is something that the City could offer to the School District, Park District or Library if they wanted to use this service. They could pay us instead of using their own. Newman noted that the legal costs of an intergovernmental agreement could be cost prohibitive but on larger projects intergovernmental agreements do make sense.

10. Project Status

Newman reported on the following:

• Homes are under construction in the Winding Creek Subdivision

• Chipotle will receive their certificate of occupancy this week

• City is working with Both And Productions for the photography in the materials the City uses. They are also working on the economic development video to be completed by December 2022.

• City of Elgin, St. Charles, and Geneva have expressed an interest in joining Batavia in the single bag fee educational campaign

• The City Hall remodeling project is underway

• COW meetings will be on November 1st and November 15th

• Special COW meeting to discuss the budget is scheduled for Thursday, November 10th

11. Other

Vogelsinger asked for an update on how many residential homes added solar panels this year and EV charger installations in the whole city.

Leman asked for discussion on River Street placed on the COW agenda. Chair Wolff suggested having Batavia MainStreet invited to that COW meeting so they could participate in the discussion. Newman added that the invite could be sent out to all businesses and property owners who were contacted regarding the One Washington Place project.

Connelly asked what the City could do when businesses have patrons who are causing disruptions in the neighborhood. Newman answered that the City Attorney was consulted about this topic and we do have the authority to pursue action in the event that matters are not addressed.

12. Adjournment

There being no other business to discuss, Chair Wolff asked for a motion to adjourn the meeting at 7:56pm; Made by Uher; Seconded by Malay. Motion carried.
