The Adjourned Meeting of the Kane County Board was held at the Kane County Government Center, 719 S. Batavia Ave., Bldg. A, Geneva, IL 60134 on May 18, 2022.

A. PRESENTATIONS/DISCUSSION

∙ Madam Chair Comments

Madam Chair extended her appreciation to the salary review committee for their input and discussion regarding the compensation for elected officials. She thanked the board for their work as well and asked them to consider the review committee's discussion. An anecdotal story was shared with the board.

∙ Amending Sec. 2-73 Salaries of Elected Official

Motion by Surges, second by Shepro to approve version No. 2 of the draft Ordinance.

Because Member Brown mentioned the fact some elected officials elect not to receive the county's health insurance benefits, the word "shall" in the first sentence of Paragraph J should be revised. Asst. State's Atty. Mosser recommended to insert the words "be entitled to" after the word "shall". Motion by Brown, second by Shepro to amend Paragraph J to insert such wording. Roll call:

Motion to amend by Shepro, second by Kenyon to sever the Sheriff's salary for a separate vote. A friendly amendment was made by Berman to separate and vote on each salary for the elected officials. After some discussion on how the board should vote on the versions of the ordinance, i.e., separately or together as one ordinance, the above amendment(s) to the motion were withdrawn. The board then agreed to review/revise the ordinance paragraphs separately.

Motion to amend by Berman, second by Gumz to replace Version 2, Paragraph H.10. with the following paragraphs:

H. The salary of the Kane County Clerk is hereby fixed as follows:

10. Effective December 1, 2022, one hundred five thousand dollars ($105,000) per annum payable in bi-weekly installments.

11. Effective December 1, 2023, one hundred seven thousand one hundred dollars ($107,100) per annum payable in bi-weekly installments.

12. Effective December 1, 2024, one hundred nine thousand two hundred forty-two dollars ($109,242) per annum payable in bi-weekly installments. 13. Effective December 1, 2025, one hundred eleven thousand four hundred twenty-six dollars ($111,426) per annum payable in bi-weekly installments.

Motion to amend by Berman second by Brown to replace Version 2, Paragraph I.10. with the following paragraphs:

I. The salary of the Kane County Treasurer is hereby fixed as follows: 10. Effective December 1, 2022, one hundred five thousand dollars ($105,000) per annum payable in bi-weekly installments.

11. Effective December 1, 2023, one hundred seven thousand one hundred dollars ($107,100) per annum payable in bi-weekly installments. 12. Effective December 1, 2024, one hundred nine thousand two hundred forty-two dollars ($109,242) per annum payable in bi-weekly installments. 13. Effective December 1, 2025, one hundred eleven thousand four hundred twenty-six dollars ($111,426) per annum payable in bi-weekly installments.

The salaries indicated in subsections B, C, D, G, H, and I of this section shall not be reduced by any stipends paid by the State of Illinois, including without limitation the $6,500 stipends expected to be received from the State of Illinois for the respective offices under: Section 3-40 of the Property Tax Code, Section 4-20 of the Property Tax Code, Section 3-10007 of the Counties Code, Section 4-2001 of the Counties Code, Section 4-6001 of the Counties Code, Section 4-6002 of the Counties Code, Section 4- 6003 of the Counties Code, and Section 27.3 of the Clerks of Courts Act.

Motion to amend by Berman, second by Lenert to replace Version 2, Paragraph G.10. with the following paragraphs:

G. The salary of the Kane County Sheriff is hereby fixed as follows: 10. Effective December 1, 2022, one hundred sixty thousand dollars ($160,000) per annum payable in bi-weekly installments.

11. Effective December 1, 2023, one hundred sixty-three thousand two hundred dollars ($163,200) per annum payable in bi-weekly installments.

12. Effective December 1, 2024, one hundred sixty-six thousand four hundred sixty-four dollars ($166,464) per annum payable in bi-weekly installments.

13. Effective December 1, 2025, one hundred sixty-nine thousand seven hundred ninety-three dollars ($169,793) per annum payable in bi-weekly installments.

Notwithstanding the above provisions, in compliance with 55 ILCS 5/3-6007.5, beginning December 1, 2022, the salary of the Kane County Sheriff shall be adjusted upwards on an annual basis to the extent necessary so that the Sheriff’s salary is not less than 80% of the Kane County State’s Attorney’s salary set by the State of Illinois under 55 ILCS 5/4-2001.

F. The salary of the members of the County Board is hereby fixed as follows: 10. Effective December 5, 2022, twenty-five thousand five hundred dollars ($25,500) per annum payable in bi- weekly installments.

11. Effective December 1, 2023, twenty-six thousand and ten dollars ($26,010) per annum payable in bi-weekly installments.

12. Effective December 1, 2024, twenty-six thousand five hundred and thirty dollars ($26,530) per annum payable in bi-weekly installments. 13. Effective December 1, 2025, twenty-seven thousand and sixty dollars ($27,060) per annum payable in bi-weekly installments.

Koppie pointed out the total salary package for board members was about half and he presumed health insurance would be increasing along with inflation (4% or more) and to raise member salaries annually (by 2%) was like a double compensation for cost of living. Members voiced their support for the amendment, noting board members have not received a raise in 11 years, while others voiced their objection to the motion, adding the increase could be enough to get voters upset and members knew what the job paid when they ran for office. It was noted that the citizen advisory board recommended keeping the salary at the current rate.

MOTION ON THE AMENDMENT FAILED. VOTE: 4-20

Shepro, in referencing the proposed amendment to the county code that refers to compensation for the vice chairman, stated that at no time has the current vice chairman received any additional salary and, after discussing the matter back in 2024 with the State’s Attorney’s office, it was determined that the vice chairman was not entitled to additional compensation. Discussion followed on how the health insurance was determined in previous years - the insurance was offered as an option and 30-hour employees (board members) are entitled to insurance. Iqbal noted the insurance was more than the compensation being offered.

Motion by Iqbal, second by Koppie to amend the ordinance to delete the words in the third WHEREAS paragraph, fourth line that reads “such members should remain eligible” and in its place insert the words “the members should not be eligible” as it pertained to health insurance.

Further comments followed regarding the hours that board members put in, the public’s perception of members giving themselves a pay increase versus increasing the pay of the position, and the fact that previously, members’ salaries did not change for a lengthy amount of time and therefore, appreciation was extended by offering health benefits to them as employees of the County. Koppie, upon hearing the comments, voiced that the addition of a $30,000 insurance policy was not equitable nor fair.

The immediately-above amendment was then revised by Iqbal/second by Koppie to insert the words “shall not” after the words, “that such members” in the first NOW, THEREFORE BE IT ORDAINED paragraph, and in paragraph J, first sentence, insert the words “, except county board members,” after the words “each elected official”.
