Mr. Bertha was not recognized by Madam Chair due to the title of his presentation, which she found disrespectful and offensive.

B. Agenda Items

Ms. Katy Botche (phonetic), discussed her interpretation of the American Rescue Plan and its comparison to the Hegelian dialectic, stating the plan only benefits those in power, i.e., private organizations pretending to be public offices, and politicians. She found objection to using children wearing masks to obtain millions in funding, believed the county was practicing “corporatism” as once quoted by dictator Benito Mussolini, and the County of Kane was listed as a corporation by Dun & Bradstreet, which the county board was serving and not the people of Kane County.

∙ Madam Chair Comments

Madam Chair shared her driving journey on Route 47, the increase in traffic/truck traffic, the new development taking place, and for the board to consider looking at Kane County from a long-term planning perspective (similar to KDOT) so that appropriate resources (financial-build) to provide for the ever changing population that is occurring in Kane County. She challenged the board to think long-term, starting with 3 years and then 5 years.

∙ Sheriff Hain Heroic Citizen's Award Recipients

Sheriff Hain called to the podium Sheriff's Dpty. Matt Drab. He also called forward and recognized citizens Jose Bosque, Jr. and Jose Bosque III for their heroic efforts in aiding a deputy to restrain an offender.

Public Service Committee Chair Tepe announced that the upcoming Public Service Committee meeting on May 19tth will be having a presentation by the Clerk's Office on the voting process including election access and election security. He urged board members and the public to attend. A video will also be available.

Res. #22 - 156 Authorizing the Adoption of the American Rescue Plan Committee Recommended Spending Plan for State and Local Fiscal Recovery Funds Distributed to the County of Kane Under the American Rescue Plan Act of 2021

ARPA Committee Chair Sanchez discussed the significant work involved by the Rescue Plan Committee, i.e., the discussions that took place on how to best use the money and the committee’s plan for the funds. The resolution - basically a spending plan - was the committee’s statement of intent and it was not the final authorization for expenditures. Sanchez reviewed the process the committee followed in further detail. Member Koppie would not support since the funds for broadband communication were never discussed at the committee level, and his understanding was that the funds were supposed to go to the general population. However, he appreciated the work done since a majority of the funds were directed correctly. Member Bates extended appreciation to Chair Sanchez and his committee's work, expressed the need for broadband in rural areas, and that the board should take a look at the federal infrastructure bill. Frasz pointed out these Covid funds were basically for internal requests versus external requests. Department heads were extended appreciation by Madam Chair because their requests were for long-term planning initiatives. To the broadband point, Sanchez pointed out the matter was addressed as a study in the IT Department’s request. Also, he relayed that federal reps suggested the county look for other federal funding for broadband rather than using the ARPA funds.

Ms. Katy Botche (phonetic), discussed her interpretation of the American Rescue Plan and its comparison to the Hegelian dialectic, stating the plan only benefits those in power, i.e., private organizations pretending to be public offices, and politicians. She found objection to using children wearing masks to obtain millions in funding, believed the county was practicing “corporatism” as once quoted by dictator Benito Mussolini, and the County of Kane was listed as a corporation by Dun & Bradstreet, which the county board was serving and not the people of Kane County.

She challenged the board to think long-term, starting with 3 years and then 5 years.

Res. #22 - 156 Authorizing the Adoption of the American Rescue Plan Committee Recommended Spending Plan for State and Local Fiscal Recovery Funds Distributed to the County of Kane Under the American Rescue Plan Act of 2021

ARPA Committee Chair Sanchez discussed the significant work involved by the Rescue Plan Committee, i.e., the discussions that took place on how to best use the money and the committee’s plan for the funds. The resolution - basically a spending plan - was the committee’s statement of intent and it was not the final authorization for expenditures. Sanchez reviewed the process the committee followed in further detail. Member Koppie would not support since the funds for broadband communication were never discussed at the committee level, and his understanding was that the funds were supposed to go to the general population. However, he appreciated the work done since a majority of the funds were directed correctly. Member Bates extended appreciation to Chair Sanchez and his committee's work, expressed the need for broadband in rural areas, and that the board should take a look at the federal infrastructure bill. Frasz pointed out these Covid funds were basically for internal requests versus external requests. Department heads were extended appreciation by Madam Chair because their requests were for long-term planning initiatives. To the broadband point, Sanchez pointed out the matter was addressed as a study in the IT Department’s request. Also, he relayed that federal reps suggested the county look for other federal funding for broadband rather than using the ARPA funds.
