City of Elgin Committee of the Whole met Jan. 12.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: Councilmember Shaw. All other members, with the exception of Councilmember Martinez, Powell, Thoren, and Mayor Kaptain, attended via electronic means.

Approval of Minutes

Councilmember Rauschenberger made a motion, seconded by Councilmember Martinez, to approve the minutes of the December 15, 2021, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Police Data and Transparency Year-End Review

Police Chief Ana Lalley provided a 2021 overview including year-end crime statistics and outlined goals for 2022. The complete 2021 annual crime report is available on the website.

Chief Lalley noted that there was a 50 year low for the overall crime rate. She provided detailed information regading an increase in shots fired incidents and employee complaint data. She also gave updates on the Collaborative Crisis Services Unit and the Youth Empowerment programs. Chief Lalley outlined areas of focus for 2022 including employee training; the accreditation program; continuing to work with task force on policing, recruitment and succession planning.

There was discussion regarding use of force incidents, the current testing and hiring cycle, and ways to address shots fired incidents.

Cultural Arts Commission 2022 Grant Award Recommendations

There was discussion regarding the process the commission used to make their recommendations.

Councilmember Thoren made a motion, seconded by Councilmember Rauschenberger, to approve funding of the grant awards in the amount of $40,633 to various local organizations listed below to support arts programming in the community. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: Councilmember Martinez.

Acceptance of Declaration of Subdivision Plat Amendment for Vece Ridge Subdivision

Councilmember Powell made a motion, seconded by Councilmember Thoren, to approve the acceptance of the declaration of subdivision plat amendment for Vece Ridge Subdivision in order to fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Design Engineering Services Agreement with Gewalt Hamilton Associates, Inc. for the 2022 Central Area Resurfacing Project

Councilmember Steffen made a motion, seconded by Councilmember Martinez, to enter into an agreement with Gewalt Hamilton Associates, Inc. for an amount not to exceed $175,000 to analyze, design and prepare construction documents for the resurfacing of various residential streets for the 2022 Central area Resurfacing Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Design Engineering Services Agreement with Hampton, Lenzini & Renwick, Inc. for the 2022 Eastside Resurfacing Project

Councilmember Good made a motion, seconded by Councilmember Martinez, to enter into an agreement with Hampton, Lenzini & Renwick, Inc. for an amount not to exceed $221,860 to analyze, design and prepare construction documents for the resurfacing of various residential streets for the 2022 Eastside Resurfacing Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Change Order No. 1 to Contract with InfoSend, Inc. for the Printing, Mailing and Emailing of Water Bills and Delinquency Notices

Councilmember Martinez made a motion, seconded by Councilmember Rauschenberger, to approve the InfoSend, Inc. (RFP 19-054) Change Order No. 1 in the amount of approximately $7,000 based upon usage to continue to reduce the time demand placed on customer service, ITS user support and central service staff and reduce postage expenditures through the use of outsourcing. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

The meeting adjourned at 7:03 p.m.
