I. Call to Order

The Forest Preserve District Executive Committee meeting was held at 8:30 AM at the Administration Offices located at 1996 S. Kirk Road, Suite 320, Geneva, IL 60134. The meeting was opened by President Chris Kious at 8:31 AM. Remote=*

B. Presentation and Approval of the Closed Session Minutes of June 2007 through December 2021

The Executive Committee of the Forest Preserve District of Kane County, Illinois has reviewed the minutes of Closed Sessions pursuant to 5ILCS 120/2.06 and has made a determination as to whether the need for confidentiality still exists as to all or part of those minutes which have not been fully made public. The Committee has determined that the need for confidentiality still exists as to the Closed Session minutes of 06/01/2007, 07/06/2007, 03/02/2018, 04/06/2018, 04/03/2020, 10/02/2020, 11/06/2020, 01/07/2021, 02/4/2021, 07/08/2021, 08/05/2021, 09/02/2021 and 12/02/2021.

The Committee has determined that there is no longer a need for confidentiality as to all or part of the Closed Session minutes of 12/02/2021.

DISCUSSION: Exec. Dir. Meyers explained that the District reviews the Closed Session minutes with legal counsel for the required semi-annual approval. The minutes are made available to the Commissioners for review at the District’s headquarters. The determination of redaction or releasing of the minutes have been revised by the District’s Attorney Gerry Hodge. The information released in 12/02/2021 minutes were the completed land acquisitions.

VI. Closed Session to Discuss Land Acquisition, Contracts, Litigation and Personnel The Committee moved into Executive Closed Session @ 8:37 a.m. to discuss Management Contracts.

The Committee returned to Open Session @ 9:11 a.m. on a motion by Kenyon, second by Bates, Roll Call Vote, unanimous.

A. Presentation and Approval of a License Agreement with GolfVisions, Inc. for the Management of the District's Two Golf Course Facilities

Exec. Dir. Meyers presented the proposed license agreement with Golf Visions. The District owns two golf courses; Settler’s Hill Golf Course in Geneva and Hughes Creek Golf Course in Elburn. Both courses have been maintained through contract management since their acquisition. GolfVisions Management has managed Settler’s Hill Golf Course since its opening in 1992 and Hughes Creek Golf Course in 2021 during a management transition.

Additionally, GolfVisions is the current grow-in contractor at Settler’s Hill Golf Course, finishing the course in preparation for opening in 2022. GolfVisions provided a proposal to the District to continue managing both courses. It is in the District’s best interest to continue to contract with GolfVisions to manage both courses as the District has had a good experience working with GolfVisions in the past and GolfVisions is the current contractor completing Settler’s Hill Golf Course grow-in, which is not scheduled to be completed until sometime during the first year of the management contract in 2022.

VIII. President's Comments

President Kious promoted the IAPD/IPRA 2022 Soaring New Heights Conference on January 27-29, 2022 noting that the Forest Preserve District will be a part of this year’s award ceremony, to be the first forest preserve agency in the state to receive the Distinguished Agency Accreditation Award. President Kious also promoted the Senior Stroll that will take place today at 10 A.M. at the Camp Tomo Chi-Chi Knolls Lodge for a travelogue presentation.
