A. Judiciary Financial Reports
The monthly report was attached in the agenda packet. No report was made.
5. KaneComm (M. Guthrie)
A. Monthly Report
Guthrie stated that with the storms the past couple days, KaneComm has been very busy. She noted there were multiple phone calls about trees and wires being down. Guthrie stated there were 26 phone calls for fires, which kept that tele-communicator tied up with all the phone calls to different departments they have to communicate with. She mentioned that there have been two new tele communicators hired.
6. Sheriff/Adult Corrections (R. Hain)
A. Monthly Report
The monthly report was attached in the agenda packet. No report was made on financials. Sheriff Hain spoke about Chicago Police Officer Ella French who passed away in the line of duty on August 7, 2021. A moment of silence was taken in her honor.
He discussed the impact of public safety in Kane County. He talked about pursuits, tactical, and emergency vehicle training. He spoke on the de-escalation training each officer has taken on a monthly basis.
Referencing a video, Sheriff Hain discussed the recent weather and showed the tornados that came through Kane County, which caused an increase in calls.
He noted that the new Aurora Police Chief and Deputy Chief were sworn in. He expects to communicate with the Aurora Police Department and try to incorporate sheriff deputies into the Aurora Police Department in order to help with the increased concerns of public safety.
Hain spoke about the Electronic Monitoring Return to Work Program. He highlighted two people who have paved the way for the Return to Work Program and their successes.
Guest speaker, Rick Swain, discussed the Lighthouse Program. He stated that he has been out of incarceration for six months. With help from the State's Attorney and Sheriff Hain, he was able to obtain and retain a job. Hain discussed the importance of programs, such as the Lighthouse Program, and the second chances these programs give non-violent offenders. Lenert discussed the cost of the ankle bracelet being $3.74 per day over the $74 per day that it would cost to keep a detainee in custody at the jail. Sheriff Hain answered questions from the committee.
B. Resolution: Authorizing a Budget Adjustment for the Office of Emergency Management Committee accepted additional grant funding of 14K.

A. Monthly Budget Report
The monthly report was attached in the agenda packet. No financial report was made. Mosser discussed several new cases that have been opened, mainly domestic violence and DUI’s. She stated that courts are in session and trials have been happening. She indicated the best way to be proactive is to work with other agencies and recognize the types of crimes that were committed, in order to help diminish crimes in the future. The Committee made comments.
8. Public Defender (R. Conant)
A. Monthly Report
Conant stated the report was on file. She stated that over 8,100 cases have been opened and over 9,500 cases had been closed as of August 11, 2021. She discussed efforts to close cases within the DUI/misdemeanor courtroom. She noted that the office is working hard to diminish the backlog that was formed due to the pandemic. Conant answered questions from the Committee.
9. Judiciary & Courts (Hull/D. Naughton)
A. Monthly Report
Naughton stated that the mask mandate had been reissued in all six court locations. He discussed the concerns and complaints that have come from potential jurors.
10. Court Services Administration (L. Aust)
A. Monthly Report
Aust sent out and discussed the annual report. She talked about "risk" of offenders committing a new offense. She noted that 53% of people, within Kane County, are low risk. Aust stated with the right interventions, people can move from high risk to low risk. She discussed drug testing and mental health treatment to help decrease risk. Aust answered questions from the Committee.

11. Circuit Clerk (T. Barreiro)
A. Monthly Report
Barreiro stated the report was on file. She stated the order of protections have increased to 464 year to date. She addressed the 6,480 calls for one month. She stated a new phone system being worked on with ITD. Barreiro noted that fines and fees have been waived on certain cases due to Covid hardships, which has decreased the revenue to the Special Fund budget. She stated that Civil cases have been lower compared to Criminal cases. She is expecting evictions to go up and to come through in September.

13. Coroner (R. Russell)
A. Monthly Report
Coroner Russell stated that he hopes to have the annual report completed within the next couple of weeks.
