4. Monthly Financial Reports
The July financial reports were attached to the agenda packet. No report was made. 5. Veteran's Assistance Commission
Asst. Supt. Johnson reported it takes an average of 124 days to complete a VAC claim. He noted that the average number of days may increase due to the National Personnel Record Center being in a high transmission location. Johnson announced the average Illinois Pension was at 58.9 days, though the Kane County office was at 46.5 days. He stated there were 157 disability and pension claims pending in Kane County and there were13,507 pending in the State of Illinois. He reported that in the month of June: 28 compensation claims, three pension claims, three dependent claims, two healthcare applications and five appeals were filed. He noted 186 forms were completed in the month of June. Johnson provided an account of a Veteran who became very ill and the assistance that was given to him through the Kane County Veteran’s Commission.
6. Department of Human Resource Management
A. Monthly Blue Cross/Blue Shield Invoice
Interim HR Dir. Lobrillo provided the Blue Cross Blue Shield invoice. She noted a decrease in claims for the month.
B. Monthly BCBS/MERP Graph
Interim HR Dir. Lobrillo reported the number of enrollees were standard.
C. Monthly Applicants and Staff Changes
Interim HR Dir. Lobrillo discussed an increase in applicants to Kane County. She stated that the new hires have been to fill replacement positions.
D. Monthly Workers Comp Reports
Interim HR Dir. Lobrillo reported that workers compensation has gone down.
7. Compliance
Interim HR Dir. Lobrillo reported that the sexual harassment training needs to be completed. She noted that an email was sent to remind employees to complete the training.
8. Old Business
Chairman Surges discussed the option to postpone the Employee Appreciation Picnic until conditions improve with the Covid variants. Madam Chair stated there will still be an appropriate recognition of the employees who have been with Kane County for 20 years. Discussion on recognition ideas ensued.
A. Scope of Possible Compensation Study
Interim HR Dir. Lobrillo provided details regarding the compensation analysis. She stated that it will be a multiphase project consisting of five phases. Lobrillo noted who would be involved, the cost, and the timeline of each phase. She talked about the potential hiring of a financial analyst consultant for this project. Lobrillo recommended the use of the Hay System, which is used by DuPage County to grade jobs and make market analysis for jobs. She stated that the system could help to ensure wage and hour regulation compliance in a cost effective way. Lobrillo indicated that the intention of compensation would be to attract and retain qualified individuals. The compensation plan would include guidelines and protocol on how new positions are added, how raises are given, provide job ranges, and create an evaluation process. Chairman Surges discussed the annual budget process within Kane County. He talked about the challenges in the process, which include finding a balance between the amount of available funding and the needs of the staff. He showed support of the cost analysis study in order to collect data and compensate personnel. Lobrillo answered questions from the committee. Much discussion on the multi-phase plan ensued. Madam Chairman Pierog stated that a salary review is in process for elected officials. She noted the importance of the analysis to help become more competitive.
B. Scope of Ethics Ordinance Review
ASA Coyle discussed the review of the Ethics Ordinance. He noted that the ordinance has not been updated recently. He reviewed the gift ban and specific exceptions within the policy. Coyle spoke on the State Statute regarding political contributions. Chairman Surges gave Coyle the authority to clean up the housekeeping items. Coyle suggested an Ethics Commission to avoid conflict of interest with the State’s Attorney’s Office. He discussed updates in the law regarding gambling and cannabis. Coyle spoke to the sexual harassment policy that will need to be passed by ordinance or resolution. Coyle answered questions from the committee.
