I. Call to Order

The Forest Preserve District Planning and Utilization Committee meeting was held at 9:30 AM at the Administration Offices located at Kane County Government Center, 719 S. Batavia Ave., Bldg. A, Geneva, IL 60134. The meeting was opened by Chairman Barbara Wojnicki at 9:30 AM. Remote=*

II. Approval of Minutes from April 29, 2021

IV. Bids and Proposals

A. Presentation and Approval of a Bid for Chip Seal Parking Lot and Roadway Projects at LeRoy Oakes and Burnidge Forest Preserves

The bid was publicly advertised and sent to 59 vendors with three responding. Fowler Enterprises from Elgin, Illinois, was the lowest bid, with a price of $55,836.50.

Unfortunately, after checking references provided by the contractor, it was determined that the contractor, only had experience in paving projects and did not have any experience with the chip and seal process.

Staff has determined that it would be in the best interest of the District to move forward with the next qualified bid, from AC Pavement and Striping from Elgin, Illinois, with a bid price of $61,839. A budgeted amount of $59,000 in FY2020/2021 to conduct asphalt repairs, crack filling and chip and seal, at the Leroy Oakes Forest Preserve - Great Western Trailhead parking lot and entrance road, and the Burnidge Forest Preserve roadway will include an additional $2,839 from the savings available from the Hughes Creek Golf Club parking lot repaving Project. Staff recommends the Committee approve a bid from AC Pavement and Striping from Elgin, Illinois, for asphalt repairs, crack filling and chip and seal of the Leroy Oakes Forest Preserve - Great Western Trailhead parking lot and entrance road, and the Burnidge Forest Preserve roadway for an amount not to exceed $61,839.

VII. Communications

A. Sleepy Hollow Ravine Tour Recap - Plan next tour

Exec. Dir. Meyers provided a recap and shared pictures of the Sleepy Hollow Ravine tour. The next site proposed was Tomo Chi Chi Knolls, over the past 9-10 years there have been phases of work and the Operations Department recently completed a renovation to the kitchen area in the lodge and bathrooms. Due to this area being used for youth groups, it is not regularly open for public use. More information will be provided.

B. Projects Update

Chief of Planning Anderson provided an update on current projects with drone footage.

Oakhurst Forest Preserve Redevelopment Project: The project is scheduled to be completed at the end of June 2021. This project includes a salamander feature. Commissioner Allan asked about the fish stocking at Lake Patterson and electric motors on boats. Dir. of NRM Haberthur responded that the lake does house a lot different species of fish and the US Fish and Wildlife will perform various evaluations.

Raymond Street Tunnel Project: This project was originally scheduled with a completion date of 2020, however some issues with the Railroad arose and an extension was awarded. A drone video was presented of the construction. Anderson answered questions from the Committee.

Settler's Hill Golf Course Renovation Project: Anderson shared a drone video of the construction. Commissioner Bates asked about the history of the land fill and how it turned into a golf course.

Anderson provided background information of the various agreements that have been made with Kane County over several years. Meyers explained that GolfVisions Management agreed to manage the Hughes Creek Golf Course for the 2021 season. The contract expires at the end of the year. A request for proposal will be coordinated later in the year for the management of both courses in 2022. A request for the drone footage was made, Dir. of Community Affairs Metanchuk reminded the Committee that the meetings are available on YouTube and the Forest Preserve District’s website.

Commissioner Lenert stated that after renovations, Settler’s Hill will be the top course in Kane County, this area houses one of the highest points in the County and offers various views.

Commissioner Davoust commented that because this was a landfill a lot of environmental aspects needed to be improved, thus a golf course will always be an asset to this land. This is key for the Forest Preserve in environmental improvements and revenue streams for the tax payers. Further conversations ensued.

Commissioner Kenyon reminded the Committee of the Golf Outing on Wednesday June 9th, 2021. Metanchuk promoted the upcoming summer camps at Creek Bend Nature Center, noting that registration is open now.
