Staff Youngsteadt provided an update on the financial report. He stated that expenses exceeded revenue for the month due to the floor replacement. Youngsteadt stated the first drive through vaccine clinic will be held on April 24, 2021.
B. Resolution: Authorizing KCAC Deputy Administrator Position
Staff Youngsteadt discussed the change from a contractual position to a permanent position. He provided details of the position.

A. Update: COVID-19
Interim Health Dept. Dir. Fosser provided clarification on the temporary assignment pay that had come up at the Kane County Board meeting. She stated that the Health Dept. was not requesting funds and that the FY21 budget had been approved. Fosser provided an organizational chart and spoke on positions that are vacant. She discussed the additional work performed by the Health Dept. throughout the pandemic and the goals to protect the health of residents. She spoke on many different stressors of the public health workers.
Staff Isaacson provided an update on Covid 19. He presented data over the past year and showed fluctuations in positivity. Isaacson reported that April 2021 has had a spike in positivity rates, but was beginning to trend back downward. He spoke on an increase in hospitalizations and ICU cases across Kane and DuPage Counties. Isaacson stated that the death rate average has remained low. Isaacson announced that over 315K doses of vaccine have been administered to Kane County residents. He reported that on average over 5,500 shots have been administered per day and that 30% of the eligible population have been fully vaccinated. Isaacson spoke on the importance of availability and accessibility of the vaccine to residents. He discussed the opening of three vaccination sites in Aurora, Batavia and Elgin. He provided information on appointments and specialty clinics. Isaacson spoke on the success of helping the senior population get vaccinated. He reported that at least 80% of Kane County seniors have had at least one shot. Isaacson showed a video presentation which highlighted the efficient process at the Kane Vax Hub. He spoke on an increased need to address mental health due to the effects of Covid which include the loss of loved ones, isolation, job loss, drug use and physical abuse. He noted that a community health assessment was performed and mental health was a top priority. Isaacson reiterated the need to continue wearing face masks and use social distancing to safeguard against Covid 19. He answered questions from the committee. Much discussion ensued. County Board Member Silva congratulated Isaacson on his Healthcare Hero award from Aurora. She thanked the Health Dept. for all of their hard work and support of the community.
B. Resolution: Authorization to Purchase Naloxone with Funding from Illinois Department of Human Services
Staff Isaacson discussed the resolution and answered questions from the committee. He stated that due to the stress of the pandemic people have been returning to drug use.

Chair Sanchez announced a new vaccination site which will be opening in Carpentersville. He discussed the safety of the vaccine and misinformation that has been reported. He spoke on the pause of the Johnson and Johnson vaccine.
