3. Environmental (J. Wollnik)

A. Presentation and Discussion: Electric Aggregation Program Contract Renewal

Staff Klee introduced speaker Sharon Durling, the Northern Illinois Municipal Electric Collaborative consultant. Durling discussed the current Kane County program. She provided different pricing options for electricity. She talked about possible risks and savings of each plan. Durling talked about benefits of the At ComEd Rate program which include up to 100% renewable energy, the EPA Green Power partnership, civic contribution, and no-rate risk. She provided a list of communities that have enrolled in the program. Durling explained a socialized rate determined by usage and how the program works. She stated that the customer has the option to opt out or change the plan. Durling discussed that with the ComEd Rate program, there will be the option to become an EPA Green Power Partner. She spoke on a third option which would be to suspend the program. She talked about the bidding process and EPA minimums. Durling outlined the next steps to receive firm bids, selection of an option and term. Staff Klee provided a brief history of the Electric Aggregation Program and requested a consensus from the committee. Environmental/Water Resources Dir. Wollnik discussed the rate options that have been chosen in the past. She stated that option B gives civic contributions which can be refunded to residents or used for future county projects. Durling answered several questions from the committee. Much discussion ensued. Wollnik clarified that the intent of the establishment of the program was to save the consumers money. She stated that if option A had a lower cost, it would be chosen. If option B had a lower cost, she requested a consensus of EPA allowance. Consensus of EPA minimum was approved.

4. Recycling/Solid Waste (J. Jarland)

A. Presentation: Annual Recycling Report

Staff Jarland discussed the recycling articles that have been published each year through Kane County Connects. She reported that over 100K people clicked and read the articles in FY20. Jarland provided an update on paint recycling. She stated that paint and aerosol cleaning cans can be recycled at ACE Hardware. Jarland announced that compost bins and rain barrels were available to be ordered. She mentioned that recycling bins for aluminum, paper, drink bottles, and cardboard will be installed at the Kane Vax hubs locations.

B. Resolution: Authorizing the Agreement Between the County of Kane, eWorks, and VetTech for the Recycling of Used Electronic Equipment

Staff Jarland discussed items that can be collected and the locations of current recycling centers. She reported that VetTech in Aurora will be an upcoming location. Jarland provided a draft of the resolution which she explained.

Member Kious moved to amend the resolution. Allan seconded the amendment.

6. New Business

Chairperson Bates briefly discussed the Clean Energy Jobs Act and the need to get that passed. A. Illinois Container Fee and Deposit Act HB 1799 (Bates)

Chairperson Bates discussed HB1799 Illinois Container Fee and Deposit Act. She explained the benefits of HB1799 and stated it could be a revenue source. She detailed the deposit and refund process. Bates talked about the beverage containers that would be included and that disposal of them would be prohibited at a landfill. She predicted that 75% of unclaimed deposits would go to environmental and conservation related programs, while 25% would go back to the distributors. Bates showed support of HB1799, which will be discussed further in FY22.
