4. Monthly Financial Reports

The monthly financials were attached to the agenda for review. No oral report.

5. Veteran's Assistance Commission

Chair Surges reported the beginning of a review in regard to extra compensation for the Veteran’s Commission’s Superintendent and 3 other officers. Surges acknowledged he has spoken to the Finance and Budget Chair Berman and anticipated the process may take up to 90 days this is not a reflection on the performance of the VAC.

Supt. Zimmerman reported the current average for our veteran’s claims was 116.3 days and the State’s average pending time calculated for new claims was160 days. He noted the process time has fluctuated longer because of a record request delay caused by the manual process for obtaining these records and the responsible division’s reduced staff due to Covid. He reported 166 forms completed for March and $239K in new benefits for our clients. Surges reported the rapid responses from veteran’s services for 2 homeless veterans. Zimmerman reviewed these cases and the rapid efforts made obtaining their treatment, care and housing. He commended the superior handling done in a rapid fashion and acknowledged the outstanding services available today for veterans.

6. Department of Human Resource Management

A. Monthly Blue Cross Blue Shield Invoice

Chair Surges started discussion concerning the BCBS invoice through the month of February. HR staff Lobrillo noted the cap fee billing error that has artificially projected low numbers adjustment is still in progress and would eventually work its way out. Lobrillo reported the $330K shortage has been recouped but BCBS continued to not bill us correctly and this is still causing the artificial variance. Group Alternatives has been consulted and Mike Baker expected it should be corrected by June.

B. Monthly BCBS/MERP Graph

Staff Lobrillo confirmed MERP continues to trend in a consistent fashion. She reported there are 56 people currently enrolled.

C. Monthly Group Alternatives Report

Chair Surges acknowledged time spent with Mike Baker of Group Alternatives and previous discussion during section A Insurance Billing.

D. Monthly Applicants and Staff Changes

The report was attached to the agenda for review. Surges noted there is nothing significant for further discussion.

E. Monthly Worker's Compensation Reports

Chair Surges reported the numbers continue to trend in a positive fashion. He discussed pending cases discussed during executive sessions that are substantial and would be settled in the future and would indicate a spike in the trends.

7. Compliance

Chair Surges discussed the removal of individuals from the email reminder train for the sexual harassment training after they have completed the training. Lobrillo stated it can be manually done but required an electronic signature by the employee. Surges commended the human resources team and all their additional efforts during the last month and moving forward.

8. Old Business

Lobrillo noted training email reminders was discussed during compliance.

9. New Business

Chair Surges confirmed feedback was obtained for the inquiry from Member Davoust on workers compensation modifications using comparisons. He reported because of our self-insured status comparisons weren't available and it was suggested to continue using the 3 year look back model.
