The Forest Preserve District Commission meeting was held at 9:00 AM at Kane County Government Center, 719 S. Batavia Ave., Bldg. A, Geneva, IL 60134. The meeting was opened by President Chris Kious at 9:00 AM. Remote=*

VII. Bids and Proposals

A. FP-R-21-04-2866 Resolution Approving a Bid for a Maintenance Building Replacement at Hughes Creek Golf Course

This resolution authorizes a bid for the construction of two new maintenance buildings at the Hughes Creek Golf Course. The lowest qualified bid was from RA Pinno and Sons Construction from Rosendale, Wisconsin with a base bid price of $206,800 for the construction of the two buildings. As part of this bid, there were two options for lighted cupolas to be installed on the roof of each structure. The bid price for each cupola was $3,990, bringing the total price for this part of the project to $214,780.

B. FP-R-21-04-2867 Resolution Accepting a Bid for Updated Vegetation Inventories at Fourteen Preserves

This resolution authorizes bids received to update vegetation inventories at fourteen forest preserves. Hiring contractors to conduct an updated assessment will help address several issues, the most important of which is determining the extent previous management has affected floristic quality from the previous assessment. The lowest qualified bid for vegetation inventories to be conducted at portions of fourteen forest preserves was JEO Consulting Group, Inc. of Ankeny, Iowa, for a contract cost of $19,250.

VIII. Land Acquisition

A. FP-R-21-04-2868 Resolution Approving a NICOR Easement Request on District Property Along Hughes Road in Blackberry Township

This resolution approves an easement to NICOR Gas Company along Hughes Road, in Blackberry Township. The Forest Preserve District of Kane County was contacted by NICOR and asked to provide an easement along Hughes Road in order to supply natural gas to homes located west of the District property. In this area, the District owns to the centerline of the Hughes Road right of way. NICOR has prescriptive easement rights to the right of way area along the road, however an additional 5-foot wide x 58-foot long easement is needed to install a natural gas line off of the road infrastructure. The line would be directional bored under the existing property entrance drive, causing little to no disturbance. DISCUSSION: None.

This resolution authorizes The Forest Preserve District of Kane County to purchase approximately 79 acres adjacent to Binnie Forest Preserve in Rutland Township for approximately $1,422,000.00 pursuant to the terms of the Purchase Contract tendered to the District by Seller.

IX. Agreements

A. FP-R-21-04-2870 Approval of an Intergovernmental Agreement Renewal with Kane County Division of Transportation for the Sub-licensing Use of the

Cartegraph Asset Management Software

This resolution authorizes an Intergovernmental Agreement Sublicense with the Kane County Division of Transportation (KDOT) for the sublicensing of the Cartegraph software for an additional three-year period. Both parties with to continue utilizing the Cartegraph Asset Management Software and share the costs for the use of the software. The District’s fee for the 2021 subscription is $21,743.40. The 2022 subscription fee is $22,395.71. The 2023 subscription fee is $23,067.58. Said funds shall be budgeted for the appropriate year. DISCUSSION: None.

B. FP-R-21-04-2871 Resolution Authorizing an Intergovernmental Agreement with the County of Kane for the Fabyan Parkway Multi-Use Path Easement

This resolution authorizes an Intergovernmental Agreement with the Kane County Division of Transportation (KDOT) for an easement for the multi-use path on the north side of Fabyan Parkway between Illinois Route 25 and the Settler’s Hill Landfill entrance. The County shall construct major improvements to the existing multi-use path, which include grind in place the existing path, installation of three inches of asphalt and ADA compliant crossings.
