1. CALL TO ORDER

The Adjourned Meeting of the Kane County Board was held at the Kane County Government Center, 719 S. Batavia Ave., Bldg. A, Geneva, IL 60134.

Auditor Penny Wegman led the assembly in the Pledge of Allegiance.

5. NEW AND UNFINISHED BUSINESS

A. Resolution: Appointing the Kane County Treasurer (Not Included)

Res. #21 - 180 Appointing The Kane County Treasurer (Michael J. Kilbourne)

Madam Chair discussed the overall review process that took place for the seven candidates, thanked former board member John Hoscheit, who chaired the Treasurer’s Search Committee, along with Jeffery Meyer, Mark Guethle, Benjamin Burnell, Pastor Peggy Hicks and Senator McConnaughay. Mr. Hoscheit came forward and explained in further detail the vetting process in which the search committee followed, ultimately reaching unanimous agreement to advance candidate Michael Kilbourne. Mr. Hoscheit expressed his appreciation to the board and to the committee members and formally announced the committee’s recommendation of Mr. Kilbourne as Kane County Treasurer. Madam Chair accepted the recommendation.

Madam Chair Pierog invited Mr. Kilbourne to speak. Mr. Kilbourne thanked the board and Search Committee for their confidence in him and shared his enthusiasm to work at the Treasurer's Office along with other elected officials. He highlighted his 30+ years with the Carpentersville Police Department and his many years experience dealing with the police and/or fire pension funds and their investments. For the past 20 years, he has worked as an adjunct instructor for Judson University teaching business, public finance, and ethics classes. He introduced his wife, Dr. Michelle Kilbourne and oldest teenage son.

Madam Chairman Pierog formally recommended to the board to accept the nomination and appointment of Michael Kilbourne as the County Treasurer, whose term will commence April 5, 2021 (swearing in) and terminate on December 1, 2022.

Shepro shared congratulatory words and explained in detail the State’s formal process to follow when a vacancy occurs in the office of an elected official. He acknowledged the Search Committee’s meetings were conducted in accordance with the Open Meetings Act. A number of board members voiced their support for Mr. Kilbourne.

A brief timeline followed as to when Treasurer Kilbourne would begin as Treasurer. Member Shepro suggested that Mr. Kilbourne meet with the County’s auditor, interim treasurer, and supervisor of assessments since the three offices work closely. He also suggested thanking Maria Hernandez for filling in as the interim treasurer. Madam Chair suggested that Ms. Hernandez attend next month’s Board meeting to publicly thank her for her services.

Chairwoman Pierog announced that Mr. Kilbourne will be formally sworn in as Treasurer on April 6, 2021.
