I. Call to Order

The Forest Preserve District Executive Committee meeting was held at 8:30 AM at the Administration Offices located at Kane County Government Center, 719 S. Batavia Ave., Bldg. A, Geneva, IL 60134. The meeting was opened by President Chris Kious at 8:30 AM. Remote=*

V. Finance and Administration

A. Presentation and Approval of Vanguard Brokerage Extension for Electrical Services (Sanchez joined @ 8:34 in person.)(Kenyon arrived in person @ 8:33 a.m.)

In 2015, the District used the County’s agreement for electric brokerage services and entered into an agreement with Vanguard Energy Services, LLC. In 2019, the District extended the contract with Vanguard for an additional 18 months, which expired on December 31, 2020. The District would like to extend the contract with Vanguard through December 31, 2022, and include three 1-year extensions, per acceptance of both parties, to mirror the County’s current agreement. Vanguard has agreed to maintain its current fees. Staff recommends approval of a contract extension with Vanguard Energy Services, LLC, through December 31, 2022, including three 1-year extensions, per acceptance of both parties, and authorization of the Executive Director to execute needed paperwork for the District to bid its electric usage and to execute a contract for that usage.

DISCUSSION: Commissioner Bates asked about the available options for incorporating green energy into the current contract. Exec. Dir. Meyers responded that a more detailed directive from the Commission would be necessary in order to include amounts and percentages specifically for green energy options into the next budget. Meyers indicated conversations would be held with the Finance Director and the Finance and Administration Committee Chair. (Molina arrived via zoom @ 8:38 a.m.)

VI. Land Acquisition

A. Presentation and Approval of an Easement with the City of Geneva for the Water Main Located at the Kane County Events Center

The City of Geneva has requested a 10-foot wide Grant of Water Main Easement over the existing City of Geneva’s water main on District-owned, stadium property. This easement is necessary to memorialize the original water main location and the location of the 2019 water main extension, as well as to provide the City of Geneva, and District assurances, of its maintenance and required responsibilities.

There is no financial impact to the District. Staff recommends approval of this Grant of Water Main Easement between the City of Geneva and the District.

VII. Planning & Utilization

A. Presentation and Approval of an Amendment to the Agreement with the Illinois Department of Transportation For a Contract Extension for the Fox River Trail Tunnel and Trail Project at Raymond Street in Elgin

The District entered into a joint-funding agreement with IDOT to complete various improvements for the Fox River Trail under the Union Pacific Railroad Tunnel & Trail Project at Raymond Street. The Forest Preserve Commission approved the original agreement with IDOT with a term of agreement from May 26, 2016, to May 26, 2020. The new term of agreement will be extended to October 31, 2021. IDOT has provided the attached affidavits and amendment for the District’s review and approval. The MFT Section Number is 14-F3000-07-BT, the Federal Project Number is TE-01D1(040), Obligation Number AL16309 and the State Job Number is D-91-222-16. Approval of this term amendment is required by the IDOT grant guidelines and to receive grant funding. Staff recommends the Commission approve the amendment to the agreement with IDOT for the extension of contract to October 31, 2021, as part of the joint-funding agreement for the Fox River Trail/Union Pacific Railroad Tunnel & Trail Project at Raymond Street in Elgin.

X. Communications

Dir. of Comm. Affairs Metanchuk promoted the Kane Forest Foundation Native Plant Sale that is live and will run through April 15, 2021. The sale is online only. Pick up day will be Saturday May 1, 2021 9:00 a.m. to Noon. Proceeds will help stock fish at the lakes throughout the Forest Preserves in Kane County.
