CALL TO ORDER

President Miller calls to order the Village of East Dundee Regular Village Board Meeting at 6:00 p.m.

ROLL CALL:

Trustees Lynam, Selep, Mahony, Andresen, Kunze and President Miller. Trustee Wood was absent.

Also in attendance, Administrator Jennifer Johnsen, Assistant Administrator Brad Mitchell, Village Attorney Greg Smith, Police Chief George Carpenter, Finance Director Brandiss Martin, Public Works Director Phil Cotter, Village Engineer Joe Heinz, Management Analyst Amanda Rafter and Village Clerk Katherine Diehl.

AGENDA:

A. Introduction of Deputy Police Chief Schenita Stewart

Police Chief Carpenter stated that Schenita began working one week ago today and has already made an impact. Stewart had spent 20 years with the Lincolnwood Police Department and had been serving as the Deputy Chief since 2018. Previous positions include Detective, Sergeant and Lieutenant. She has served 10 years on the Homicide Task Force, NORTAF. Carpenter said that Stewart has remarkable investigative skills and people skills.

B. ILEAP Presentation and Office John Lawson Recognition

Carpenter reported that the East Dundee Police Department has successfully achieved accreditation from ILEAP (Illinois Law Enforcement Accreditation Program). Carpenter stated that he is a strong proponent of accreditation because it causes law enforcement agencies to develop a complete manual of written policies and procedures and to prove that the agency follows them day-in and day-out. The ILEAP standards represent “best practices” across Illinois. He stated that prior to arriving in East Dundee as Interim Chief in early 2018, the Village had no written directives. Officer John Lawson was hired part-time to take charge of that goal. Lawson, with input from everyone in the department, has created a system of written directives that comply with ILEAP standards. Carpenter explained that ILEAP has 2 Tier levels of accreditation and East Dundee has obtained Tier 1 accreditation. Lawson will continue to stay on with the department to complete Tier 2 accreditation. Carpenter presented Lawson with a Chief’s Award for Meritorious Service that recognizes his excellent work and accomplishments.

C. Fiscal Year 2020 Audit Presentation

Finance Director Martin introduced, Tim Gavin, of Lauterbach and Amen who worked with Village staff to conduct the audit. Gavin provided a high-level overview of the Village’s net financial position as well as any activities that occurred over the 2019– 2020 fiscal year.

D. Motion to Approve an Ordinance Amending Chapter 92 of the Village of East Dundee Village Code Regarding Ducks and Chickens

Discussion:

Administrator Johnsen advised that the ordinance is being amended to now include domestic ducks. She stated that the annual permit process is being eliminated. She said the purpose is to do an initial inspection to ensure all is set up properly and to then just respond on a complaint basis. Attorney Smith added that the cap amount of ten permits was also eliminated. In response to Trustee Lynam’s question of removing a coop if it has been abandoned, Smith stated that an addition to the ordinance is that a permit will remain in effect until such time that there are no chickens or ducks kept for a period of 6 or more consecutive months. He explained that a coop is only allowed with a permit and if the permit is revoked due to abandonment, the structure must be removed.

REPORTS: VILLAGE PRESIDENT and BOARD

Village President Miller: None

Lynam: Stated that he will work with Director Cotter to arrange to pick up the East 

Dundee Depot signs so that he can rebuild them.

Selep: None

Wood: None

Mahony: Asked if the Police Reform House Bill has officially passed and how it would affect East Dundee. Administrator Johnsen said she does not believe it has been signed by the Governor yet but expects it to be. She stated that a couple of victories were made for elements that IML and Metro West were opposed to. She said the Village will need to explore putting body cams into place. The hesitation to do so was due to storage of the footage and the cost of the storage. Chief Carpenter stated the Police vigorously objected to much of the 700-page bill. He said police will be required to be equipped with body cams by 2025, which East Dundee is not opposed to. He advised that the department has the equipment but has not utilized it due to the high cost to store the camera footage and East Dundee not having issues that warrant body cameras.

Andresen: None

Kunze: Offered to assist Public Works with spreading salt along the bike path if assistance is needed. He stated that during the last meeting’s discussion, this task was mentioned to be time consuming for the Public Works crew since the salting needed to be done by walking the path.

REPORTS: STAFF

Village Administrator: Johnsen reported that the Governor is looking closely at metrics to move the region from Tier 3 to Tier 2 within Phase 4 of the Restore Illinois plan. However, currently, Kane County and Region 8 are not meeting the hospitalization metric. Next, she reported that the Department of Public Health has a vaccine tracking mechanism on their website for Kane County. She said it is going to be a very slow process at the rate it is currently moving. She also recently learned that even though a person is vaccinated, that person can still pass the virus on to others. The vaccination will prevent an individual from getting the virus but not from passing it along. Lastly, Johnsen thanked Cliff Surges again for being responsible for getting COVID funding of $150,000 each to Santa’s Village and Paintball Explosion.

Police Chief: Carpenter reported that there was a shooting in the Village a week ago today, which is a rare occurrence. There is an active, ongoing investigation and leads are being followed. The victim is a resident of Dekalb.
