Petition #4563 SUGAR GROVE TOWNSHIP

Petitioner: Morningstar Community Church

Location: 39W753 Prairie Street, Sugar Grove Township (14-25-100-030)

Proposed: Rezoning a portion of the property from E-1 District Estate Residential to E-3 District Estate Residential to allow the existing home to be sold off separately

2040 Plan: Resource Management

Objectors: None

Recommendations: Regional Planning Comm.: N/A

Zoning Board: Approval with the following stipulations:

1. Home’s well and septic system have to be completely enclosed with new parcel formed for home separation

into a separate parcel – no shared well or septic allowed in creating a new parcel.

2. Water Resources will require an inspection and maintenance report for the detention facilities on site. Any deficiencies in volume or function of the basin will need to be corrected under the requirements of the County’s Stormwater Ordinance Article IX – Long Term Maintenance and Article XI– Enforcement and Penalties.

3. Water Resources will require all floodplain and stormwater facilities to be recorded in Drainage/Conservation Easements.

Petition #4564 KANEVILLE TOWNSHIP

Petitioner: Michael Vondra (M-Wave Networks, LLC)

Location: Located at on the west side of Lorang Road, approximately ¼ mile north of Seavey Road, Kaneville Township (10-25-400-001)

Proposed: Special Use in the F-Farming District to allow for the construction of four private communications towers

2040 Plan: Resource Management / Agricultural

Objectors: None

Recommendations: Regional Planning Comm.: N/A

Zoning Board: Approval with the following stipulations:

1. Approval from the Township Highway Commissioner that all cranes, work equipment, etc are allowed on this section of Lorang Road

2. Coordinating with the Township Highway Commissioner, that the petitioner shall install a stabilized construction entrance on site, during the course of construction. If the commissioner wishes, I can supply details of those requirements.

3. The petitioner must coordinate the location access point with the Township Highway Commissioner.

4. The petitioner shall dedicate or prove out prior dedication of 33 feet of right of way, from centerline of Lorang Road to the right of way line, dedicated to the Township.

5. A stormwater permit will be required for the proposed development. A drain tile investigation will be required to be submitted as part of the stormwater permit. Should the site introduce more than 25,000 sq ft of impervious stormwater detention will be required. Outfall from any detention facility must have a viable outfall as defined by the County’s Stormwater Ordinance. The site contains depression areas, this depressional storage must be preserved.
