3. Public Comment

4. Monthly Financial Reports

Staff Waggoner reported there were no current General Fund concerns at this time. In the Special Revenue Fund liability was trending higher than recommended, this was due to contract payments that were due at the beginning of the fiscal year. Staff will continue to monitor. Chair Surges noted they anticipate receiving the IPBC refund later this month.

5. Veteran's Assistance Commission

VAC Sup. Zimmerman provided a brief summary of the November 2019 statistics, the last month of the fiscal year. Staff completed 585 claims submitted by Veterans for assistance. There were 114 total appeals and 3,162 forms completed in support of those applications. The approval rate for those claims were 74.1% on disability compensation and 85.23% on pension claims. Overall Veterans prevailed on their claims receiving a total of $3.7M in new benefits. Zimmerman spoke in regards to the young soldier who was killed serving our country in Afghanistan. The 21-year-old man from Aurora will be added to the County's memorial wall.

6. Department of Human Resource Management

A. Monthly Blue Cross/Blue Shield Invoice

Dir. Wetzel reported the invoice for BCBS as of December 31, 2019 was just over $1.7M. She noted the end of year has a higher activity of claims.

B. Monthly Graph BCBS/MERP Enrollment

Wetzel reported that as of November 30, 2019 there were 821 employees, 471 spouses, 992 dependents enrolled in BCBS and 54 individuals enrolled in MERP.

C. Monthly Staff and Applicants Changes

Wetzel reported from November 17, 2019 through December 14, 2019 there were 8 terminations, 118 applicants and 11 new hires.

D. Monthly Training Report

Wetzel provided an update of the various trainings. She noted the new standards of Sexual Harassment training has been implemented and underway. Committee member Lenert suggested HR to provide a cyber-security training for all employees including Board Members. ITD Exec. Dir. Fahnestock responded to questions regarding the cyber-security for the County. Brief conversation occurred.

E. Workers' Compensation Monthly Reports

Wetzel discussed the Worker's Compensation report included in the agenda packet. The top five locations where most incidents occur were discussed. Staff has been working on providing assistance for the departments that lend themselves to hazardous environments.

F. Annual Ethics Advisor Report and Invoice

Wetzel reviewed the Ethics advisor report included in the agenda packet.

G. Quarterly Update by Michael Baker, Group Alternatives

Michael Baker from Group Alternatives presented the 2019-20 global financial tracker report included in the agenda packet. He provided an update of paid claims through November 2019. The average per month fixed cost and medical prescription claims in 2018-19 with IPBC was $1,308,252 in comparison to the 2019-20 BCBS Direct was $1,181,858. He discussed the surplus/deficit plan for November in comparison to the current balance YTD noting the amounts were typical as predicted. Baker discussed the options for the County in regards to retirees and Medicare plans. He provided total data analytics with outpatient vs office imaging resulting in potential cost avoidance to the County. Baker discussed wellness programs that BCBS offers for members. Brief conversation occurred.

Dir. Wetzel presented the following Ordinance. Davoust clarified this item was brought back to Committee

for further discussion regarding some items that had been omitted. Wetzel noted the additional attachments were the drafts. Sanchez noted the cell phone section felt too restrictive since cell phones are used as viewing devices. The intension regarding cell phones was to avoid disruption.

A. Ordinance: Amending Kane County Code Sections 2-46, 2-47 and 2-48

9. New Business

Committee member Davoust noted he did not have a copy of the guidelines. Barreiro noted in the agenda packet, there was only the resolution and not the guidelines. Wetzel stated the State’s Attorney’s Office suggested to apply the bullet points as a resolution format as a guidance of adherence. Committee members Davoust and Barreiro commented that the document with the guidelines was missing from the packet. Barreiro commented that the resolution was missing the exhibit stating the guidelines and the omitted verbiage. There was a motion to table all three resolutions A, B, and C by Davoust, second by Lenert for 30 days to allow time for the appropriate exhibits.
