Village of Burlington Village Board met Dec. 2.

Here is the minutes provided by the board:

Present: Village President Bob Walsh, Village Clerk Katie Adams, Deputy Clerk Marilyn Diede, Village Engineer John Whitehouse, Treasurer Mitch Dander and Landplanner Karen Stonehouse.

Open the Meeting: Village President Bob Walsh opened the meeting at 7:00 p.m. and led the Pledge of Allegiance.

Roll Call: Trustees: Jim Daffron, Deb Twenhafel, John Totemeier, Mary Kay Wlezen and Ernie Jackson were present.

Absent: Trustee Jon Millen.

Guests: Stephen Ostrander-CMAP, Jared Patton-CMAP and Resident Duane Wilkison.

Approval of the bills to be paid: Trustee Ernie Jackson made a motion to approve the bills to be paid as presented on Warrant 16 FY-2020, dated December 2, 2019 for $27,991.09. Trustee Mary Kay Wlezen seconded the motion. Ayes: Trustees: Ernie Jackson, Mary Kay Wlezen, Jim Daffron, Deb Twenhafel and John Totemeier. Five ayes, one absent, motion carried.

Board action on Ordinance #2019-11, an Ordinance Approving the Third Amendment to the Perkins Farm Annexation Agreement. Trustee Mary Kay Wlezen made a motion to approve Ordinance #2019-11. Trustee John Totemeier seconded the motion. Ayes: Trustees: Mary Kay Wlezen, John Totemeier, Ernie Jackson, Jim Daffron and Deb Twenhafel. Five ayes, one absent, motion carried.

Board discussion on an Ordinance to sell lot at 254 N. Main Street: An Ordinance has been drafted and tabled until the Board receives itemized costs for Legal and Engineering fees to make an informed decision on a sale price.

Board approval of the Village of Burlington 2020 Annual Meeting Calendar: Trustee Mary Kay Wlezen made a motion to approve the 2020 Annual Meeting Calendar. Trustee Jim Daffron seconded the motion. Ayes: Trustees: Mary Kay Wlezen, Jim Daffron, Deb Twenhafel, John Totemeier and Ernie Jackson. Five ayes, one absent, motion carried.

Chicago Metropolitan Agency for Planning (CMAP) Presentation: Stephen Ostrander and Jared Patton with the Chicago Metropolitan Agency for Planning presented to the Village of Burlington the grant that is available to the Village to update the Village Comprehensive Land Use Plan which was last updated in 2004. The Village applied for this grant in 2018 and is one of 17 chosen out of 74 applicants. A Comprehensive Land Use Plan is a shared vision for the future of Burlington and the steps for how to get there. CMAP would facilitate planning through a Steering Committee made up of Village residents and stakeholders. Public outreach is a major component and will include three public meetings, various stakeholder interviews, public review and consent, as well as online engagement. The timeline for the entire project is 18-24 months. The grant provides $135,000. The Village would also have to contribute $12,000. Landplanner Karen Stonehouse noted the Village of Burlington’s land area has increased since The Village’s last plan was made. A new plan would keep the Village of Burlington current and in better position for further development. There is an additional Water Supply grant the Village of Burlington was chosen for in conjunction with the Comprehensive Land Use Plan grant to further explore the Village water supply and come up with best practices.

Discussion followed including how to get people involved in the project. This will be an agenda item for the first meeting in January to see if the Village wants to move forward. The timeframe for this project will remain the same despite the Intergovernmental Agreement not being ready for review. Should the Village move forward, the project will begin with logistics in January 2020.

Village President’s Report: Village President Bob Walsh reported he is requesting a new proposal from Clarke Mosquito.

There was a brief board discussion on the Rolling Oaks gate being left open during the night. President Walsh noted that all future work done in the Rolling Oaks subdivision will require building permits.

Clerk Adams updated the Board on the AT&T and Verizon bill. She also updated the board on ComEd’s lighting of Rolling Oaks Drive.

Village Engineer John Whitehouse reported he spoke with someone from the IEPA in regards to the Rebuild Illinois legislation. There will be $100 million towards unsewered communities available. Engineer Whitehouse will have more information after the first of the year.

Duane Wilkison left the meeting at 8:00pm.

Committee Reports:

Personnel & Administration Committee: Trustee Jim Daffron explained the new process for employee evaluations which includes both full-time and part-time employees. Each Supervisor along with Jim Daffron will sit down with each employee. President Walsh and Trustee Daffron will evaluate Mark Wilkison and Marilyn Diede. Mark Wilkison and Jim Daffron will evaluate Don Stout and Roy Theiner. A Personnel & Administration Committee meeting will be scheduled to discuss evaluations and raises. Clerk Adams will be evaluated after her probationary period has ended.

Public Works Committee: No report.

Public Safety/Health & Welfare Committee: The Hazard Mitigation Report is complete and ready to send to Kane County.

Community Developments and Events Committee: The coloring contest at See Saw is in progress.

Director of Public Works Mark Wilkison will put up the Christmas Tree near the marquee this week.

Planning and Development Committee: Landplanner Karen Stonehouse encouraged the Board to look at CMAP’s web link.

Finance Committee: It was noted the Village needs to capture funds for street repair in a separate account. Discussion followed on grants.

Adjournment: Trustee Deb Twenhafel made a motion to adjourn the meeting and Trustee John Totemeier seconded the motion. All ayes. Motion carried on voice vote. The meeting adjourned at 8:13pm.
