I. Call to Order

The Forest Preserve District Commission meeting was held Tuesday, December 10, 2019 at 9:00 AM at Kane County Government Center, 719 S. Batavia Ave., Bldg. A, Geneva, IL 60134. The meeting was opened by President Michael Kenyon at 9:00 AM.

VII. Finance

A. Presentation and Approval of the Fiscal Year 2018-2019 Comprehensive Annual Financial

Report

Chief Financial Officer, Ken Stanish introduced Ms. Jaime Wilke, Partner with Lauterbach & Amen, LLC. The presentation included the review of the financial year. Highlights include the unmodified opinion letter and the certificate of achievement award. She accredited these to the excellent staff and procedures adopted by the District.

State statutes require an annual audit by independent, licensed, certified public accountants.

The Forest Preserve District has engaged the accounting firm of Lauterbach & Amen, LLP to perform the audit for the fiscal year ending June 30, 2019. Their unmodified opinion on the basic financial statements is included in this report.

The Government Finance Officers Association (GFOA) of the United States and Canada awarded the Certificate of Achievement for Excellence in Financial Reporting to the Forest Preserve for the year ending June 30, 2018. The award is based on the ability of a governmental unit to present an easily readable and efficiently organized financial report. The contents must conform to the standards specified by the Certificate of Achievement program, as well as, satisfy all legal requirements and generally accepted accounting principles. The certificate is valid for one year. The District believes the current report conforms to the requirements, and is submitting it to the Government Finance Officers Association to determine eligibility. This is the seventh consecutive year the District has received this award.

IX. Intergovernmental Agreement

FP-R-19-12-2764 Resolution Authorizing the Second Amendment to the License Agreement with the Fox Valley Park District for the Use of the Barnes Forest Preserve

This amendment allows the Fox Valley Park District to modify the use of a portion of the lands for a community garden. The District currently has an agreement with the Park District for community gardens at the Oakhurst Forest Preserve.

A. Presentation and Approval of the Forest Preserve District's 2020 Committees Schedule Commissioner Hanson expressed his concern. He would like Staff to review the dates again to make sure that the Finance and Administration Committee coincide with the Committee of the Whole meetings held by the County so that people would only take time for one afternoon.

After a brief discussion it was motioned to hold this item over for further review.
