City of Geneva Committee of the Whole met Dec. 2.

1. CALL TO ORDER
Mayor Pro tem Maladra called the meeting to order at 7:54 PM noting that Ald. Clements and
Mayor Burns were absent, and all other aldermen were present.
2. Approve Committee of the Whole Minutes from November 18, 2019
Moved by Ald. Swanson, seconded by Ald. Burghart V/V: 9-0 with one absent.
3. Items of Business
a. Consider Draft Resolution Authorizing Execution of an Amendment to an Intergovernmental Agreement with the City of St. Charles Related to the Extension of the City of Geneva Water Main to Serve Property in the City of St. Charles.
Moved by Ald. Marks, seconded by Ald. Bruno V/V: 9-0 with one absent. Ald. Marks asked a question about water rate charges for the affected addresses, which was answered by Dawkins.
b. Consider Approval of “Certificate of Completion” for South Street Estates Moved by Ald. Burghart, seconded by Ald. Bruno V/V: 9-0 with one absent.
c. Consider Approval of “Certificate of Acceptance” for South Street Estates Moved by Ald. McGowan, seconded by Ald. Bruno V/V: 9-0 with one absent.
d. Consider Draft Resolution Authorizing Execution of PACE Subsidy Agreement Effective January 1, 2020 through December 31, 2020; Subject to FY2020/21 Budget Approval.

e. Consider Draft Ordinance Amending Title 1 (Administrative), Chapter 5 (City Council) of the Geneva City Code of Ordinances Pertaining to Committee, Regular and Special Meetings.

4. NEW BUSINESS / PUBLIC COMMENT
Ald. Burghart asked for an update on the leaf collection and Bruno asked about coordination with the Christmas walk. Director Babica gave an update on each zone, noted that Kramer expects to complete the final pickup Saturday, although Babica expects it more likely be next week.
Ald. McGowan commented on the upcoming discussion about recreational marijuana use and asked where the public can find information. Dawkins reported on how information has been distributed by the city.
McGowan commented on the house on Peck Road and asked how information on the offer for sale would be distributed to the public. She also asked for information from the city on green proposals and suggested regular discussions on the matter and solicited suggestions from the council. Dawkins noted the city website has a page devoted to the topic and that discussions could be added to upcoming meetings after the budget process and holiday season.
5. ADJOURNMENT
On a motion by Ald. Bruno, the meeting was adjourned by unanimous voice vote at 8:10 PM. V/V: 9-0 Motion carried with one absent.
