1. CALL TO ORDER
Mayor Burns called the meeting to order at 7:05 PM noting that all aldermen were present.
2. Approve Regular Committee of the Whole Minutes from January 6, 2020 and Special Committee of the Whole Minutes from January 13, 2020.

3. Items of Business
a. Consider Draft Ordinance Amending Title 4 (Business and License Regulations), Chapter 2 (Liquor Control), Sections 4-2-11 (License Classifications) and 4-2-13 (License Fees and Number of Licenses) Related to the Class A-5 Specialty Packaged Liquor License.

In response to a question from Ald. Burghart, Niche Restaurant owner Vince Balisteri described the reason for the requested change, which would be to allow patrons to purchase full bottles of custom-blended whiskey at the restaurant to be consumed off site.
b. Consider Draft Resolution Authorizing the Transfer of Funds in the Amount of $4,439.35 from the City of Geneva Cultural Arts Commission Fund to the Geneva Foundation for the Arts.

c. Consider Draft Resolution Declaring Surplus Property – Fire Dept. Vehicles

In response to a question from Ald. Kilburg, Fire Chief Antenore described how the surplus Fire Dept. vehicles are used to assist at events, festivals, storm and accident coverage.
d. Consider Draft Resolution Authorizing Execution of a Limited Access License Agreement with the Forest Preserve District of Kane County.

In response to a question from Ald. Kilburg, Superintendent VanGyseghem explained that the city needed access to County property in order to address sanitary sewer issues.
e. Consider Draft Resolution Authorizing Execution of Contract with Mechanical Inc. at a Cost of $609,000.00 and Allow the City Administrator to Approve Up to $60,900.00 in Change Orders for a Total Not-to-Exceed Amount of $669,900.00.

Ald. Kilburg asked what types of potential change orders might occur and how the city would monitor these and control any additional costs. Superintendent VanGyseghem described examples where additional work might be needed, and that the public works department has staff and consultants available with specific expertise who can review and weigh in before proposals for additional work would be approved.
