Village of South Elgin Village Board met Nov. 18.

1. OPENING CEREMONY

A. Call to Order

The November 18, 2019 Regular Meeting was called to order by Steve Ward, Village President, at 7:57 pm at Village Hall, 10 N. Water Street, South Elgin, IL.

B. Roll Call

The following were present: Steven Ward, Village President, Margaret Gray, Village Clerk and Trustees: Lisa Guess, Greg Lieser, John Sweet, Jennifer Barconi, Scott Richmond and Mike Kolodziej.

Also present: Steve Super, Village Administrator; Megan Golden, Director of Administrative Services; Jerry Krawczyk, Police Chief; Kim Wascher, Director of Parks & Recreation, Mike Millette, Director of Public Works and Derke Price, Attorney.

C. Pledge of Allegiance

Bob Balsamo led the Pledge of Allegiance.

2. APPOINTMENTS AND PRESENTATIONS

There were none.

3. COMMUNICATION AND INFORMATION ITEMS

A. Communication: All Non-Emergency Offices will be Closed on Thursday and Friday, November 28th and 29th in Recognition of the Thanksgiving Holiday

4. PUBLIC COMMENTS

There were none.

5. ACCEPTANCE OF CONSENT AGENDA

F. Ordinance: Amending the Economic Incentive Agreement and Tax Increment Allocation Financing Development Agreement Approved by Ordinance No. 2018-27 for the Property Commonly Known as Fox View at the River in the Village of South Elgin, Illinois (Panton Mill Apartments)

G. Approval: Accepting the Police Pension Fund Actuarial Report for the Tax Levy Year 2019 for Property Taxes in 2020, Lauterbach & Amen

H. Approval: Authorizing Partial Payment No. 4 in the Amount of $34,030.66 - Brookside and Gazebo Park Renovations - Innovation Landscape Inc., Plainfield, Illinois

I. Approval: Authorizing Partial Payment No. 1 in the Amount of $13,086.33 - Access Control & Cameras - Anderson Lock, Des Plaines, Illinois

7. GENERAL BUSINESS

A. Ordinance: Approving Text Amendments to the Unified Development Ordinance (UDO) Regarding Cannabis Business Establishments in the Village of South Elgin, Illinois

This item was postponed.

B. Resolution: Establishing the Number of Cannabis Business Establishments Allowed in the Village

This item was postponed.

C. Ordinance: Adopting and Levying a Municipal Cannabis Retailers' Occupation Tax

This item was postponed.

D. Approval: Amending the Professional Services Contract with Engineering Enterprises Inc., Sugar Grove, IL - Thornwood & Crane Road Lift Stations Collection System Areas Analysis

Mike Millette gave an overview of the issue regarding capacity of the lift station and sewer capacity.

Motion to approve an amendment to the Professional Services Contract with Engineering Enterprises Inc., Sugar Grove, IL - Thornwood & Crane Road Lift Stations Collection System Areas Analysis

Motion by Trustee Kolodziej, second by Trustee Guess.

Motion Carried

Abstain: Trustee Richmond

E. Approval: Authorizing the Village President to Execute a Design Services Agreement for Panton Mill Park - Wight & Co, Darien, Illinois

Some items included in the project have long lead times.

Motion to authorize the Village President to Execute a Design Services Agreement not to exceed $241,500 for Panton Mill Park - Wight & Co, Darien, Illinois

Motion by Trustee Barconi, second by Trustee Guess.

Motion Carried

8. REPORTS OF THE BOARD

A. Trustee Reports

Community Development Department - Trustee Guess welcomed the following new businesses: Julies (gaming café) at 806-808 N. Lafox Street and Direct Supply Inc. (warehouse and distribution) at 800 Schneider Drive.

Police Department - Trustee Lieser had no report.

Special Events Committee - Trustee Sweet had no report.

Public Works Department - Trustee Barconi had no report.

Parks & Recreation Department - Trustee Richmond congratulated the 2019 TCYFL Middleweight Champions - South Elgin Youth Foodball Patriots. They played the championship game at Mundelein High School on November 17th and beat North Side U13-17. He also reported that the Winter/Spring Brochure will be delivered on December 2nd.

Administrative Services Department - Trustee Kolodziej had no report.

B. Village President Report

President Ward said that Almost Winter Day was a great program and thanked all those involved.

9. NEW BUSINESS

A. New Business

Trustee Guess commented that the new decorations look great, and she cannot wait until it snows.

Ahmad Moatesim of 1424 Timber Lane; South Elgin addressed the Village Board.

11. CLOSED SESSION PURSUANT TO 5 ILCS 120/2(C)(21) SEMI ANNUAL REVIEW CLOSED SESSION MINUTES

A. Recess to Closed Session

Motion to recess into closed session pursuant to 5ILCS 120/2(c)(2) at 8:12 pm.

Motion by Trustee Guess, second by Trustee Barconi.

B. Reconvene the Regular Board Meeting

The November 18, 2019 Regular Meeting was reconvened at 8:18 pm.
