Village of South Elgin Village Board met Nov. 4.

1. OPENING CEREMONY

A. Call to Order

The November 4, 2019 Regular Meeting of the Village President and Board of Trustees was called to order at 8:12 pm by Village President, Steve Ward, at South Elgin Village Hall, 10 N. Water Street, South Elgin, IL.

B. Roll Call

The following were present: Steven Ward, Village President, Margaret Gray, Village Clerk and Trustees: Lisa Guess, Greg Lieser, John Sweet, Jennifer Barconi, Scott Richmond and Mike Kolodziej.

Also present: Steve Super, Village Administrator; Megan Golden, Director of Administrative Services; Nancy Hill, Director of Community Development; Jerry Krawczyk, Police Chief; Kim Wascher, Director of Parks & Recreation, Mike Millette, Director of Public Works and Derke Price, Attorney.

C. Pledge of Allegiance

The Pledge of Allegiance was led by Bob Balsamo.

5. ACCEPTANCE OF CONSENT AGENDA

Motion to Accept the Consent Agenda Items of November 4, 2019.

6. APPROVAL OF CONSENT AGENDA ITEMS

A. Approval: Approving the Items on the November 4, 2019 Consent Agenda

Motion to approve the consent items of November 4, 2019.

Motion by Trustee Richmond, second by Trustee Lieser.

7. GENERAL BUSINESS

A. Ordinance: An Ordinance Authorizing and Providing for the Issuance of Not to Exceed $1,540,000 General Obligation Refunding Bonds (Alternate Revenue Source), Series 2019, for the Purpose of Refunding Certain Outstanding Bonds of the Village, Providing for the Pledge of Certain Revenues to the Payment of Principal and Interest on said Bonds and the Levy and Collection of a Direct Annual Tax Sufficient to Pay the Principal and Interest on said Bonds if the Pledged Revenues are Insufficient to make such Payment and Authorizing the Sale of said Bonds to the Purchaser Thereof.

A representative of Piper Jeffrey explained that rates have continued to drop making this refunding beneficial. There are several banks who are interested in funding these bonds. Bids will be taken November 15, 2019 and it is looking like the village will save approximately $76,000.

Motion to adopt an ordinance authorizing and providing for the issuance of not to exceed $1,540,000 General Obligation Refunding Bonds (Alternate Revenue Source), Series 2019, for the purpose of refunding certain outstanding bonds of the Village, providing for the pledge of certain revenues to the payment of principal and interest on said bonds and the levy and collection of a direct annual tax sufficient to pay the principal and interest on said bonds if the pledged revenues are insufficient to make such payment and authorizing the sale of said bonds to the purchaser thereof.

Motion by Trustee Sweet, second by Trustee Guess.

B. Approval: Authorizing the Execution of an Independent Contractors Agreement for the 2019 Sidewalk Program - Schroeder & Schroeder Inc., Skokie, IL

Mike Millette explained that more defects were found than anticipated, and he expected to request additional funding in future budgets.

Motion to accept the proposal and authorize the Village President to execute an Independent Contractors Agreement with Schroeder & Schroeder Inc., Skokie, Illinois in an amount not to exceed $63,023 for the 2019 Sidewalk Program.

Motion by Trustee Kolodziej, second by Trustee Richmond.

C. Approval: Authorizing the Village President to Execute a Letter to IDOT Requesting to be the Lead Agency - McLean Boulevard Project

Motion to authorize the Village President to execute a letter to the Illinois Department of Transportation requesting to be the Lead Agency on the McLean Boulevard Project.

Motion by Trustee Lieser, second by Trustee Barconi.

D. Approval: Accepting the FYE2019 Annual Reports for the Village Center and LaFox Street Corridor TIF District (TIF #1) and the North LaFox Street Corridor TIF District (TIF #2)

Motion to accept FTE 2019 annual reports for the Village Center and LaFox Street Corridor TIF District (TIF #1) and the North LaFox Street Corridor TIF District (TIF #2)

Motion by Trustee Barconi, second by Trustee Richmond.

8. REPORTS OF THE BOARD

A. Trustee Reports

Community Development Department - Trustee Guess welcomed the followings new or expanded businesses: Julies (bar/video gaming) at 806 N. LaFox Street and Mice Terminators (exterminators) at 1000 W. Spring Street

Police Department - Trustee Lieser had no report.

Special Events Committee - Trustee Sweet had no report.

Public Works Department - Trustee Barconi had no report.

Parks & Recreation Department - Trustee Richmond reminded residents that the Almost Winter Day Event will be held on Saturday, November 16th from 2-5 pm in SEBA Park. The annual tree lighting ceremony takes place at 5 pm in the Footprints in Time Plaza.

Administrative Services Department - Trustee Kolodziej had no report.

B. Village President Report

President Ward had no report.

9. NEW BUSINESS

Trustee Kolodziej inquired on the progress of an agreement with St. Charles Park District; Steve Super said that there is a meeting scheduled two weeks from today. Trustee Guess congratulated Clerk Gray's son-in-law, Seth Habberfield, for completing another Ironman competition while setting some personal bests. She also congratulated the Storm football for winning a playoff.
