Analysis: City of Elgin proposes $267M budget for 2019

The new budget proposed by City of Elgin calls for $267,403,400 in expenditures in fiscal year 2019, which is 3.2 percent more than what this year’s budget provides.

Officials have until Dec. 31 to approve a budget.

The city proposes spending $25,687,600 on municipal worker pensions, which is 9.6 percent of the total budget. The pension amount reflects taxpayer contributions to current police and fire employees, as well as other municipal employees.

A total of $45,714,500, or 17 percent of total city expenditures, would go to police protection, while fire services represent 11 percent of the 2019 budget, or $29,463,350. Contributions to the Illinois Municipal Retirement fund total $8,824,810, or 3.3 percent.

The budget proposal mentioned the following tax or fee changes: a water rate decrease of 1 percent and a sewer rate decrease of 3 percent.
