City of Batavia Historic Preservation Commission met Aug. 20.

Here is the minutes provided by the commission:

1. Meeting Called to Order

Vice-Chair Roller called the meeting to order at 5:39pm.

2. Roll Call

Members Present: Vice-Chair Roller; Commissioners Hohmann, Sherer, and Bus

Members Absent: Chair Hagemann and Commissioner Sullivan

Also Present: Jeff Albertson, Building Commissioner; Jennifer Austin-Smith, Recording Secretary

3. Approval of Minutes:

There were no minutes to approve at this time.

4. Items to be Removed, Added or Changed

There were no items to be removed, added or changed.

5. Matters From the Public (for items not on the agenda)

There were no members from the public to address the Commission.

6. COA Review Continuation: 109 East Wilson Street – Façade Changes (Juliana Cancelo, applicant)

The applicant distributed a handout regarding keynotes and project information with floor plan by Ream Houser Architects. Mr. Ream, architect, discussed the three changes that were made to the previous plans. The first change is fiber cement board trim and paneling will be used in place of the tin. The fiber cement board would not rot and would withstand some degree of abuse. The second revision is to use cast iron columns to frame the picture window. It was found difficult to source the original columns so they will be boxing out steel tube columns with cap and base trim. The third revision is number six in the elevation. Those columns are currently limestone behind a cement wash. The cement given the longevity of its use has cracked and deteriorated and begun to flake off. We are not proposing that all that material be removed. We are specifying that it would only be removed where damaged and recoat with the same material to have the same textured look and finished in a color that matches the limestone above. There is no change other than making it appear updated and seal the top and bottom so water does not get behind it and begin to deteriorate the surface again. The elevations are current. The limestone on the top would be preserved.

The Commission discussed the minimal repairs to the columns that were damaged due to water- caused deterioration. The HPC discussed the cement covered limestone column and Ream showed a picture of the column to the HPC. Bus and Sherer expressed how they would like to see the limestone exposed. Roller stated that she is concerned if the material is removed there is no smooth finish to the stone. She has no problem with the way it is proposed. Bus asked the applicant to do your best practical attempt to remove the cement slurry coat. Whatever won’t come off will continue to splay off. At least we have exposed the limestone, which matches limestone elsewhere in Batavia in the downtown and Historic District. We should continue to expose and preserve limestone wherever we can. Bus asked the applicant to not cover up the limestone with cement slurry as proposed. Sherer concurred. Cancelo, business owner and applicant, stated that they are more than happy to go that route. Cancelo stated that she could make it work with the design.

Motion: To accept the COA as submitted with demolition note A2 be revised per HPC discussion and A22 be removed on tonight’s submitted plan

7. COA Review: 142 West Wilson Street – Façade Changes (Kobler Construction, applicant)

The applicant distributed a handout with the project plans for Riverside Pizza Pub Tenant Improvement by Batir Architecture, LTD. Riverside Pizza. Bus stated that this is considered a non-contributing building. The applicant discussed the overhead doors on the left side with possible open-air seating. Albertson stated that they would work with the applicant regarding the width of the sidewalk. The applicant stated that they would use regular storefront design if the overhead doors do not work with the sidewalk width. The sidewalk needs to be wide enough to accommodate outside seating. Signage will be reviewed at another meeting. An interior demolition permit has been given out.

8. COA Review: 12 West Wilson Street – Wall Sign (Banner Up Signs, applicant)

A representative from Banner Up signs discussed the proposed sign with the Commission. The sign would glow against the background at night and an example of the sign was shown to the Commission. The sign would be panned aluminum with channel letters that are illuninated. The color would closely replicate the color of the brick of the building. The letters would be brushed aluminum.

The consensus of the Commission was not in favor of covering the original feature of the building, which is the original name of the building: First National Bank. Other sign locations were considered such as on the corner of the building similar to an earlier signage the building had, in the window above the door, or above the limestone on the brick. Sherer noted that the previous corner sign was a temperature sign and showed the applicant where it was located on the right side of the building. Albertson stated that he would have to review the zoning requirements regarding the sign being located above the door on the first floor of the building. The Commission was not in favor of the orange color of the proposed sign. The applicant stated that he would discuss this with the building owner and bring a representative to the next HPC meeting.

9. COA Review: 129 South Batavia Avenue – Façade Changes (John Happel, applicant)

John Happel, applicant, distributed a historic picture of the building along with a watercolor rendition of the proposed changes. Happel distributed site plans for the Commission to review prepared by Jamm Architecture with the proposed colors to paint the exterior. The consensus of the Commission was in favor of the proposed changes. Happel discussed the improvements he is doing to the interior of the building with the Commission including restoring the tin ceiling and the wood flooring.

Albertson reported that at the next HPC meeting, 10/12 North River Street will be returning for porch work on the back. Several other buildings are in various stages of enforcement. Sherer asked if Albertson has heard from Mr. Marconi. Albertson stated that he has not talked to Mr. Marconi in awhile so he will contact him.
